Competition for the vacant position of director of the state municipal state enterprise "Oner" of the akimat of Zhanaozen

 

Order of the Ministry of National Economy of the Republic of Kazakhstan dated February 2, 2015 No. 70"On approval of the Rules for appointment and certification of the head of a State enterprise, as well as approval of his candidacy " and standard qualification characteristics of positions of managers, specialists and other employees of state cultural organizations" Order of the Minister of Culture and Sports of the Republic of Kazakhstan dated July 17, 2017 No. 209 announces competition for the position of director of the state municipal state-owned enterprise "Oner" of the akimat of the city of Zhanaozen.

 

  1. Date and place of the competition:

Within ten (10) calendar days from the date of publication of the announcement of the competition in the mass media of Mangystau region, the city of Zhanaozen, the State Institution "Zhanaozen city Department of Culture and Language Development", the building "Neke sarayy".

III. Job responsibilities:

  1. Directs the creative, production, economic and financial activities of the entertainment and theatrical entertainment organization (hereinafter referred to as the Organization);
  2. Ensures the safety and effective use of property;
  3. Organizes anti-corruption work;
  4. Defines the policy and strategy of the Organization's activities;
  5. Organizes financial and material support, development of calendar and prospective repertoire plans, rental of repertoire, release of new and renewable productions (performances, concerts, circus performances);
  6. Approves the compositions of production groups and performers, sketches and layouts of design, plans and schedules of work on new and renewable productions (performances, concerts, circus performances);
  7. Takes measures to provide the Organization with qualified personnel and develop their professional knowledge and experience, create working conditions, create a favorable psychological atmosphere in the team, organizes work to combat corruption;
  8. Distributes certain areas of work of deputy directors, heads of creative, production departments and officials of the Organization;
  9. Concludes contracts or makes transactions, ensures the submission of necessary reports;
  10. Concludes and terminates employment contracts with employees of the Organization;
  11. Issues orders, represents the interests of the Organization in court, government agencies and Organizations;
  12. Provides control over the implementation of safety and labor protection requirements, fire safety.

 

  1. Qualification requirements:

Education:

Higher (or postgraduate) education in one of the areas of training: pedagogical sciences (music education, languages and literature) and/or arts and humanities (art) and/or social sciences, journalism and information (cultural studies) and/or business, management and law;

Work experience:

At least 3 years in the field of culture or in senior positions, or at least 5 years for persons enrolled in the Presidential Youth Personnel Reserve, or at least 2 years in the field of culture or in senior positions for persons who have completed postgraduate education programs in educational institutions under the President of the Republic of Kazakhstan or in foreign higher educational institutions educational institutions in priority specialties approved by the Working Body, and for persons with an academic degree in one of the areas of training: pedagogical sciences (music education, languages and literature) and/or arts and humanities (art) and/or social sciences, journalism and information (cultural studies) and/or business, management and law;

  1. Requirements for the participants of the competition:

Knowledge of the Constitution of the Republic of Kazakhstan, the Budget Code of the Republic of Kazakhstan, the Labor Code of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan "On Copyright and related Rights", "On Culture", "On State Property", "On Combating Corruption", "On public procurement" and regulatory legal acts regulating relations in the activities of the institution.

  1. The person applying for participation in the competition, within the period specified in the announcement of the competition, submits the following documents:

1) application for participation in the competition;

2) resume in the state and Russian languages;

3) autobiography in any form;

4) copies of educational documents;

5) a copy of the employment record (if any) or an employment contract or copies of orders for employment from the last place of work and termination of the employment contract;

6) certificate of health status in the form approved by the Order of the Acting Minister of Health of the Republic of Kazakhstan dated November 23, 2010 No. 907 "on approval of forms of primary medical documentation of healthcare organizations" (registered in the Register of State Registration of regulatory legal Acts No. 6697).

The participant of the competition can provide additional information regarding his education, work experience, level of professional training (copies of documents on advanced training, awarding academic degrees and titles, scientific publications, as well as recommendations from the management of the previous place of work, etc.).

VIII. The following persons are not accepted for the competition :

1) under the age of eighteen;

2) previously committed corruption crimes;

3) having an outstanding or unremitted criminal record in accordance with the procedure established by the legislation of the Republic of Kazakhstan;

4) other conditions provided for by the legislation of the Republic of Kazakhstan.
