Analytical report on public services provided by the Akimat of Zhanaozen for April-June 2022
In accordance with the Register of public Services approved by the Order of the Acting Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan dated January 31, 2020 No. 39/OD "On Amendments to the Order of the Acting Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan dated May 18, 2022 No. 170 b/n" On approval of the Register of Public Services, including 101 electronic services.
Measures to control the quality of public services provided in April - June
In accordance with the Law of the Republic of Kazakhstan dated April 15, 2013 "On Public Services" and the Order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated December 8, 2016 No. 78 "On approval of the rules of State control over the quality of public services" (registered in the Register of State Registration of Regulatory Legal Acts No. 14740) , By the order of the mayor of the city dated December 15, 2021 "On approval of the Action Plan for internal state control over compliance with legislation in the field of public services and other legislation of the Republic of Kazakhstan for 2022" in accordance with the approved plan, control measures are planned to be carried out at 8 facilities in 2022. According to this plan, 3 control measures for the quality of public services are planned in April - June, including:
Form of internal control-3:
State institution "Zhanaozen city Department of Physical Culture and Sports"
State Institution "Zhanaozen City Department of Architecture and Urban Planning"
State Institution "Zhanaozen city Department of passenger transport and highways "
The number of identified shortcomings is 10, including:
- recovery of documents from information systems-3;
– facts of violation of other requirements of legislation in the field of public services-7.
The number of recommendations is 9, including:
Executed-6; the remaining 3 executed in the following months.
For public services rendered in April-June 2022
Akimats of Zhanaozen and villages of Tenge, Rakhat, Kyzylsai in January-June 2022 :
Number of services rendered -59 (18,137 services, including individuals – 17,900, legal entities – 230),
local executive body – 226 services for 3 types of activities,
state corporation-3,881 services for 23 types of activities,
portal-provided 14,030 services for 44 types of services
In total, 1,420 refusals were submitted during the period under review (1,088 in paper form, 332 in electronic form).
On violation of deadlines for public services
Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan in accordance with the Decree of the President of the Republic of Kazakhstan dated March 19, 2010 No. 954 "on the System of annual assessment of the effectiveness of the central state bodies and local executive bodies of regions, cities of republican significance, the capital", and also within the criteria of the methodology for assessing the quality of public services "compliance with the deadlines for the provision of public services" and in accordance with the Law of the Republic of Kazakhstan dated April 15, 2013 "On Public Services" and the Order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated December 8, 2016 No. 78 "On approval of the rules of State control over the quality of public services " (registered in the Register of State Registration of Regulatory Legal Acts No. 14740), according to the plan, approved by the order of the mayor of the city dated December 15, 2021 "On approval of the Action Plan of internal state control over compliance with legislation in the field of public services and other legislation of the Republic of Kazakhstan for 2022", the fact of violation of the deadlines has not been established.
On conducting public monitoring of the quality of public services
In order to determine the quality of public services, funds are provided for public monitoring through non-governmental organizations and it is planned to be carried out within the framework of the state social order.
By "self-service corners"
In total, there are 60 self-service corners in the city of Zhanaozen, including:
- In buildings of state institutions-2;
- In the city department of education-1;
- In the building of the Wedding Palace-1;
- Rural akimats-3;
- Central Library – 1;
- In rural Houses Of Culture-2;
- In educational institutions-50.
The number of services rendered and certificates received through self-service corners is about 4,104.
In order to increase public confidence in the state apparatus, as well as the implementation of the concept of a "hearing state", about 45-85 residents were consulted in the building of the city akimat in the service akimat, 10-20 services were provided.

About the explanatory work carried out on public services in April-June
According to the plan by the Mayor's office of the city, the number of events held to promote the procedure for obtaining public services, including the effectiveness of the e-government web portal - 18, including articles-3, TV channel outlets-2, open doors-2, round tables – 3, online fairs-1, exchange of experience-3, TV channel-2, meeting-4, round table-3, video-1, seminar 3 . Coverage-152 people.
In addition, the number of posts posted on social networks of unscheduled state institutions (Instagram, Facebook) is 21. The number of people covered is 500-700 people.
