Good afternoon, the coronavirus pandemic is raging all over the world right now. I work in the restaurant sector and at the moment we have been sent on leave without pay. Unfortunately, like many, our money is running out, and products are getting more expensive every day. There is a small amount of 200 thousand tenge in my UAPF account, could I withdraw it ahead of schedule before retirement?
At the moment, it is not possible to withdraw funds ahead of schedule from the Unified Accumulative Pension Fund. According to the Law of the Republic of Kazakhstan "On Pension Provision in the Republic of Kazakhstan", the rights of individuals to pension assets belong to the category of property rights, and can be used exclusively for the purposes defined by Law, including the implementation of pension payments in accordance with the legislation of the Republic of Kazakhstan.
Thus, persons who have pension savings in the UAPF have the right to pension payments from the UAPF at the expense of mandatory pension contributions:
1) men who have reached retirement age upon reaching 63 years; women upon reaching 59.5 years from January 1, 2020. From January 1, 2021 – 60 years, from January 1, 2022 – 60.5 years, from January 1, 2023 – 61 years, from January 1, 2024 – 61.5 years, from January 1, 2025 – 62 years, from January 1, 2026 – 62.5 years, from January 1, 2027 – 63 years old);
2) if pension savings are sufficient to ensure the payment of not less than the minimum pension by concluding a pension annuity agreement with an insurance company. Men upon reaching the age of 55 and women upon reaching 51.5 years with
January 1, 2020;
3) disabled persons of the first and second groups, if the disability is established indefinitely;
4) foreigners and stateless persons who have left for permanent residence outside the Republic of Kazakhstan, who have submitted documents determined by the legislation of the Republic of Kazakhstan confirming the fact of departure.
Thus, the UAPF has the right to make pension payments only in the above cases provided for by the legislation of the Republic of Kazakhstan.
We would like to remind you that for citizens who lost their income during the state of emergency, in particular, as in your case, in connection with going on forced leave without pay, payments are made from the State Social Insurance Fund (GFSS). The amount of social benefits per employee will be one minimum wage, or 42.5 thousand tenge per month. You can find out more on the E-government portal at egov.kz, or on the website 42500.enbek.kz
My mother is 54 years old, at the moment she is not officially employed, she is engaged in the sale of actually sewn products. We, her sons, also help her with money, but she is very worried that she now has a short work experience. How can she increase her length of service before retirement so that in the future she can receive a basic pension and payments from the UAPF? Is it enough to pay the ESP?
Yes, in your case, paying a Single Aggregate payment should serve as a good solution. To become an ESP payer: you do not need to register with the tax authorities; you only need to pay the set amount of a single aggregate payment. The amount of the monthly payment of the ESP will be: 1 MCI (2651 tenge) – for individuals living in cities of republican significance, the capital and regional significance; 0.5 MCI (1325.5 tenge) - for individuals living in other localities. Payment is made through second-tier banks in one amount to the account of the State Corporation Government for Citizens (PSC). To make a payment, opening a current account in a bank is not required. The amount of a single aggregate payment is distributed by the State Corporation in the following proportion: 10% - individual income tax (IIT); 20% - social contributions (CO); 30% - mandatory pension contributions (OPV); 40% - deductions for compulsory medical insurance (OSMS). For persons who have reached retirement age, the entire amount of the payment is recognized as an individual income tax, distribution for social payments is not made.
Thus, the ESP gives the right to participate in the accumulative pension system and receive a pension payment depending on the length of participation in the system and the accumulated savings. This will allow your mother to receive a basic pension depending on the confirmed work experience. In addition, after paying the ESP, she becomes a participant in the compulsory social health insurance system and gets access to medical services unlimited in amount and type, with the right to choose a medical institution, and she will also be able to receive social benefits in cases of disability, loss of work, loss of breadwinner, and other cases provided for by law.
Also, in order to ensure a decent pension in the future and replenish your mother's retirement account, you yourself or your mother can make voluntary pension contributions. You yourself determine the amount of the contribution and the frequency of payment of the DPA, as well as the procedure for receiving pension savings when the right to pay the DPA occurs. You need to make voluntary pension contributions yourself. To do this, it is necessary to conclude a contract with the UAPF and transfer voluntary contributions to the UAPF to the bank details specified in the contract. For convenience, the UAPF website has implemented a service for opening a voluntary pension account online using an up-to-date EDS key. In addition, it is possible to pay DPV through banking services – an application Kaspi.kz Halyk Bank terminals. As a result, the DPV can be an excellent additional payment to the basic pension for your mother.
Hello, we live in a small urban-type settlement. Previously, my father went to the UAPF branch on his own to get an extract from his account. Now, due to the current situation not only in the country, but also in the world, he does not have the opportunity to visit your offices. How can we control the income to the pension account without leaving home?
You can easily control all the movements of funds in your individual pension account in the UAPF without leaving home, choosing the most convenient way for yourself. The electronic method of obtaining an extract is the most expeditious. You can receive an extract through your personal account on the enpf website.kz or via the e-government portal egov.kz . To log in, it is enough to register on the site and enter your data and password, or use an electronic digital signature (EDS). EDS can now also be obtained online on the portal egov.kz .
Or you can use the updated mobile application for smartphones and tablets. To register in the mobile application, the user can use a one-time password, which will be sent to his mobile phone via SMS. There are two authorization methods available in the mobile application: enter an IIN and password, or use an Electronic digital signature, and the user can also use the subsequent login via Touch ID for Android and IOS and Face ID for IOS, if available on a mobile device.
On the UAPF website and in the mobile application, you can not only get an extract from an individual pension account, but also view current indicators on pension assets, find out the latest news, addresses and contacts of all branches and service centers of JSC "UAPF", calculate your future pension using a forecast pension calculator, ask an online bot, who will answer the most frequently asked questions, and much more.
Hello, my name is Nikolai, I am 61 years old, I am a person of pre-retirement age. Recently, I received a reprimand at work and I had a conversation with my boss in raised tones. He not only threatened me with dismissal, but also with the withdrawal of funds deposited to my retirement account. Explain who besides me has the opportunity to see my statement?
There is no need to worry, since information about the balances and the movement of money on individual pension accounts of depositors is a secret of pension savings. Your boss cannot get an extract from an individual retirement account instead of you. Disclosure of information to any third party is possible only if there is a notarized power of attorney or by a court decision. Moreover, it is impossible to withdraw funds from an individual pension account, since contributions to it are made from your salary and savings are your private property, which only you can use in cases provided for by law.
Our grandmother passed away not so long ago. After the funeral, we remembered that she has a pension account in the UAPF. How could we get an extract of the remaining funds? I am a granddaughter.
It should be noted that certificates on the existence of an individual pension account, balances and movement of money on it in the event of the death of the depositor or recipient are issued upon written request to persons who are heirs in accordance with the certificate of inheritance right under the law or specified in the will, or to courts on the basis of a ruling on hereditary cases in their proceedings. In addition, certificates on the existence of an individual pension account, on the balances and movements of money on it in the event of the death of the depositor or recipient are also issued to notaries and foreign consular offices for inheritance cases in their proceedings.
