General provisions
These Rules for Subsidizing losses of carriers at the expense of budgetary funds related to the implementation of socially significant passenger transportation (hereinafter referred to as the Rules) have been developed in accordance with subparagraph 23-16) of Article 13 of the Law of the Republic of Kazakhstan dated July 4, 2003 "On Road Transport" and subparagraph 1) Article 10 of the Law of the Republic of Kazakhstan dated April 15, 2013 "On Public Services" (hereinafter – The Law on Public Services) and determine the procedure for subsidizing, at the expense of budgetary funds, losses of carriers associated with the implementation of socially significant passenger transportation and the provision of public services "Subsidizing carrier losses associated with the implementation of automobile passenger transportation on socially significant messages in inter-district (intercity intra-regional), intra-district, urban (rural) and suburban communications".
