Государственная программа развития продуктивной занятости и массового предпринимательства на 2017-2021 годы «Еңбек»
Цель — содействие продуктивной занятости населения и вовлечение граждан в предпринимательство.
Задачи: Задача 1. Подготовка кадров с техническим и профессиональным образованием с учетом потребностей рынка труда.
Задача 2. Краткосрочное профессиональное обучение по востребованным на рынке труда квалификациям и навыкам.
Задача 3. Подготовка кадров в рамках проекта "Мәңгілік ел жастары - индустрияға!" ("Серпін"). Задача 4. Переподготовка трудовых ресурсов и сокращаемых работников.
Задача 5. Обучение основам предпринимательства по проекту "Бастау Бизнес".
Задача 6. Расширение микрокредитования в сельских населенных пунктах, малых городах, городах и моногородах.
Задача 7. Гарантирование кредитов/микрокредитов в сельских населенных пунктах и малых городах, городах и моногородах.
Задача 8. Предоставление государственных грантов на реализацию новых бизнес-идей.
Задача 9. Оказание активных мер содействия занятости населения и проведение социальной профессиональной ориентации для безработных и отдельных категорий занятых лиц, определяемых Правительством Республики Казахстан.
Задача 10. Повышение мобильности трудовых ресурсов.
Задача 11. Развитие единой цифровой площадки по трудоустройству.
Задача 12. Реализация комплексных мероприятий национального проекта "Жастар - ел тірегі". Целевые индикаторы: Путем выполнения задач, поставленных в Программе, к 2021 году будут достигнуты следующие целевые индикаторы: 1) уровень безработицы не будет превышать 4,8%; 2) доля трудовых ресурсов с основным, средним, общим и начальным образованием в составе рабочей силы составит не более 20%; 3) доля непродуктивно занятых в составе самостоятельно занятого населения составит не более 10,2%; 4) прирост активно действующих субъектов малого и среднего бизнеса составит 10%.
The state program "Enbek"
On the approval of the State Program for the Development of Productive employment and Mass Entrepreneurship for 2017-2021 "Enbek"
Resolution of the Government of the Republic of Kazakhstan dated November 13, 2018 No. 746.
In accordance with subparagraph 1) of Article 66 of the Constitution of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan DECIDES:
- To approve the attached State Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021 "Enbek" (hereinafter referred to as the Program).
- Central and local executive bodies and other organizations (as agreed) to take measures to implement the Program.
- Responsible central and local executive bodies, organizations (as agreed) to provide information according to the Action Plan for the implementation of the Program in accordance with the Decree of the Government of the Republic of Kazakhstan dated November 29, 2017 No. 790 "On approval of the State Planning System in the Republic of Kazakhstan".
- To recognize as invalid some decisions of the Government of the Republic of Kazakhstan in accordance with the annex to this resolution.
- To assign control over the execution of this resolution to the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan.
- This resolution shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Purpose
Promotion of productive employment of the population and involvement of citizens in entrepreneurship
Tasks
Task 1. Training of personnel with technical and vocational education, taking into account the needs of the labor market.
Task 2. Short-term vocational training at the request of employers and qualifications and skills in demand in the labor market.
Task 3. Personnel training within the framework of the project "Mangilik el zhastary - industriyaga!" ("Serpin").
Task 4. Professional training of employees under an employment contract, including redundant employees.
Task 5. Teaching the basics of entrepreneurship under the Bastau Business project.
Task 6. Expansion of microcredit in rural settlements, small towns, towns and single-industry towns.
Task 7. Guaranteeing loans/microcredits in rural settlements and small towns, towns and single-industry towns.
Task 8. Provision of state grants for the implementation of new business ideas.
Task 9. Provision of active measures to promote employment and social vocational guidance for the unemployed and certain categories of employed persons determined by the Government of the Republic of Kazakhstan.
Task 10. Increasing the mobility of labor resources.
Task 11. Development of a single digital platform for employment.
Task 12. Implementation of complex measures of the national project "Zhastar - el tiregi".

Target indicators
By fulfilling the tasks set out in the Program, the following target indicators will be achieved by 2021:
1) the unemployment rate will not exceed 4.8 %;
2) the share of labor resources with basic, secondary, general and primary education in the workforce will not exceed 20 %;
3) the share of unproductively employed in other categories of the employed population will not exceed 9.0 %;
4) the growth of active small and medium-sized businesses will be 10%.
