IIN mismatch with date of birth isn’t an error

In accordance with article 1 of the Law "On national registers of identification numbers" (further — the Law) individual identification number (further — IIN) - a unique number generated for an individual, including an individual entrepreneur engaged in activities in the form of personal entrepreneurship;
According to paragraph 1 of paragraph 3 of the Rules of formation of the identification number,approved by the government of the Republic of Kazakhstan dated may 22, 2007 № 406 IIN is a unique combination of 12 digits generated for an individual when issuing identity documents (birth certificate, passport of the citizen of Kazakhstan,identity card of the citizen of Kazakhstan,residence permit of a foreigner in Kazakhstan, etc.).
Previously, until 2013, these Rules established an algorithm for the formation and reading of IIN, containing data on the date of birth, the field of an individual.
Decree of the Government of the Republic of Kazakhstan dated 26.08.2013 № 853 in these Rules were amended to exclude the binding of digital IIN data to personal data of citizens.
The algorithm of IIN generation and its structure are of purely technical importance and are not subject to any modification or re-generation since the initial formation, except in cases of adoption.
Thus, the mismatch of the characters IIN date of birth is not an error.
Refusal to provide public services by public authorities and other institutions with reference to the incorrectness of IIN isn’t allowed.
