On June 14, 2019 in "Kazmedia ortalygy" in the mode of video conferencing, with the connection of the regions, a reporting meeting of the Minister of justice of Kazakhstan Marat Beketayev with the population was held. During the meeting, the Minister told the public and journalists in detail what work was done by the relevant Department last year.
According to M. Beketayeva, at present, the Ministry continues to work on 3 draft laws aimed at: easing of the sanctions for administrative offences, the separation of powers between the court and government agencies, the transfer of production on Affairs about administrative offences in the electronic format, improving the administration of justice in disputes arising from public legal relations. Also, the Ministry fully transferred to the electronic format registration of the NPA. Its terms were reduced from 15 to 5 working days.
The head of the Ministry of justice stressed that these changes are especially important for the operational regulation of social issues.
Last year, the Ministry carried out a reform in the sphere of legal services. The measures taken within the framework of this reform allowed to create a competitive environment and increase the number of lawyers. At the same time, since January 1, 2019, citizens who are in a difficult life situation, thanks to the introduced Pro Bono system, have already begun to receive legal assistance free of charge.
Changes have occurred in the law "On notary". Notaries are transferred to the indisputable demands to recover the debt.
In addition, all measures are being taken to improve the enforcement of judicial acts. The parties to enforcement proceedings will be notified via SMS about the enforcement actions. This year, the rating of private bailiffs was introduced in the pilot mode in Akmola region. Now the claimants will have the opportunity to get acquainted with the rating for the choice of bailiff.
In the field of forensic activities, additional funds have been allocated to strengthen the material and technical base. In order to improve the professional level of 232 employees have passed refresher courses and 25 are trained in residency. 28 forensic experts are trained under the program "Bolashak".
Work is underway to automate forensic activities. Developed the information system "E-sareptana". Considering its integration with IP "Trek" and "E-a criminal case".
Concluding his report, the Minister noted that from 2003-2018 the interests of the state in the amount of $ 18 billion were protected, and it was possible to achieve the removal of illegal arrest on the accounts of the NBK in the Bank of New York Mellon in the amount of $ 21.5 billion. Work is underway to compensate for the damage.
