The Institute of Legislation of the Republic of Kazakhstan celebrates its 25th anniversary!
On June 15, 2018, the Ministry of Justice of the Republic of Kazakhstan jointly with the Institute of Legislation of the Republic of Kazakhstan, with the support of the OSCE Programs Office in Astana, conducted the V International Scientific and Practical Conference on "Ensuring the Rule of Law: New Opportunities in the Light of Global Change",dedicated to the memory of the outstanding scientist-lawyer, reformer and ex-Minister of Justice of Kazakhstan N.A. Shaikenova(«Shaiken Readings»), timed to the 25th anniversary of the Institute of Legislation of the Republic of Kazakhstan.
The purpose of the next conference is a comprehensive discussion of topical issues of improving national legislation and law-making process in Kazakhstan, exchange of scientific results and international experience.The work at the conference was held in three sections:
1. The role of the public in the legislative process;
2. A.N Shaykenov - developer of the state program of legal reform of Kazakhstan and founder of the Institute of Legislation of the Republic of Kazakhstan;
3.Issues of development and improvement of public law branches.More than 300 participants registered for the conference. Traditionally, the geography of the conference is extensive.
This year the participants of the conference were the representatives of Kazakhstan,4 foreign states: Belarus, Russia, Mongolia, Kyrgyzstan.
The conference was attended by deputies of the Parliament, representatives of the Constitutional Council, the Supreme Court, the Prosecutor General's Office, state authorites, international and national non-governmental organizations, the scientific community of Kazakhstan and foreign countries, as well as relatives and friends of Shaikenov N.A
The conference covered the experience and results of scientific research, conducted by leading scientists and practitioners in universities,scientific and public organizations,public authorities.The conference is a kind of platform for the information exchange of the scientific community, State apparatus, development of international cooperation.
During the conference, reports on the problems of ensuring the rule of law were heard and discussed,role of parliamentary hearings in the legislative process,problems of improving the norms of the Criminal Code on liability for environmental criminal offenses,role of trade unions in the law-making process and other.Within the framework of the conference, a book exhibition of the scientific works of the Institute of Legislation and Photography and a book exhibition dedicated to the memory of N.A. Shaykenova.As a result of the conference, recommendations were adopted that will be sent to the relevant state authorites, public, scientific organizations, universities and the publication of a collection of conference reports.
