July 24,this year The Government adopted Resolution №463 "On Amendments and Additions to Decrees №568 of the Government of the Republic of Kazakhstan of October 6,2016".On Approval of the rules for Registration,Approval,State Registration of  Regulatory Legal Acts and their Cancellation "and №569 of October 6, 2016, approval for the development,harmonization of draft normative legal acts (hereinafter - the resolution of the Government). 

This decree provides for a complete transition to electronic state registration of normative legal acts (hereinafter-NLA) of central state organizations and local government organizations of the regional and district levels (with the exeption of the acts issued by akims of rural districts,which are planned from January 1,2019). 

NLA  of state organizations should be send  electronically through the internet portal of state organizations (hereinafter referred to as IPSO),with the exeption of the NLA  with the mark "for official use",which are presented on paper.

The Government Decree reduced the time limits for sending to the justice organizations of the NLA up to the three working days from the date of their approval,the executive of the development organization.

For NLA accepted by collegiate government organizations,this period is provided for no more than seven working days from the date of the meeting of the collegial organization,and for joint or requiring coordination with interested state organizations,three working days from the day of signing or approval latter state organization. 

Legal expertise of the NLA is carried out within fifteen working days after the day of sending the full package of documents to the IPSO.At the same time,the justice organizations are authorized to return the NLA  for revision within two working days if there are detectable remarks.Accordingly,within seven working days,the design organization should take measures to eliminate the comments and re-send the finalized NLA.

At repeated receipt of the finalized NLA within three working days,the justice organizations conduct reconciliation for the ellimination of comments.

In case of non-elimination of comments,the justice organization takes a decision to refuse state registration or the NLA.

Decree of the Government was put into effect on July 24 this year.
