Kazakhstan Justice Sector Institutional Strengthening Project (KZ JSISP)

Loan No.: 8361-KZ

Assignment Title: Design and Conduct of User Surveys

Reference No.: KZJSISP/QCBS-22

The Republic of Kazakhstan has received financing from the World Bank toward the cost of the Kazakhstan Justice Sector Institutional Strengthening Project (KZ JSISP) and intends to apply part of the proceeds for consulting services.

Consulting services (the "Services") are mainly aimed at designing and conducting user surveys. Those selected will work under the management of the Ministry of Justice (MOJ), the Implementing Agency, and shall be responsible for

  1. defining sampling frames for each survey and other data collection exercises, design, and defending an appropriate sampling methodology that provides,

  1.   nationwide, (ii) court territory-specific, and (iii) court-specific,

representation from each targeted population for Surveys listed as A, B, C, D and E respectively.  It is expected that the Consultant will use stratified random samples for all surveys.  Stratification variables will be proposed by the Consultant in consultation with the MOJ and the World Bank, subject to final approval by both; and

  1. preparing a methodological note on how to estimate necessary weights and what additional information would be necessary to collect in order to produce appropriate weights for each survey; (iv) assuring that selected samples are sufficient to maintain reasonable precision for nationwide estimates: 95% confidence level and not more than +/-4% confidence interval.  The number of entities to be covered by non-survey data collection tools will be defined in consultation with the World Bank, but is not expected to exceed 150 units.

The expected duration of the Assignment is six (6) months.

MOJ now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consulting Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criterion is documentary evidence showing successful completion of at least 1 similar contract in  the design and conduct of user surveys, particularly in court  and relevant justice systems over last 8 years;

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011 setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-contractor to enhance their qualifications.

A Consultant will be selected in accordance with the Quality and Cost Base Selection (QCBS) method set out in the Consultant Guidelines.
