On the activities of the UPE DU Kostanay region for the 1st half of 2020

Report on the work done by the ethics Commissioner (hereinafter referred to as the ethics Commissioner) Department of justice of Kostanay region (hereinafter – the Department) for the first half of 2020.

In order to prevent violations of ethical standards and improve the level of ethics of civil servants, awareness-raising events are held on a regular basis in the form of seminars and lectures.

During the reporting period, the number of events held reached 4, including lectures and seminars-2, 1 published on Internet resources, and 1 article published in the newspaper"Zan".

Changes and additions to legislative acts in the field of public service were brought to the attention of employees of the Department at these seminar-meetings.

Paragraph 9 of the UPE Regulations defines that The ethics Commissioner must receive civil servants and other citizens.

Thus, the ethics Commissioner held 7 receptions of citizens during the reporting period, including on the initiative of The Department Of the Agency for civil service Affairs in the Kostanay region, a "single day of reception of citizens" was held online in a live broadcast via Internet resources.

Information about these events was published on the official website of the Department.

In terms of carrying out preventive measures aimed at rational and efficient use of working time, the Department has installed an access control system (access control system), as well as an automatic computer shutdown system (the shutdown time is provided by this system at 18.30 hours). These systems contribute to the efficient use of working hours of civil servants and exclude their processing.

In order to protect the life and health of citizens in connection with the announcement by the world health organization of the new coronavirus COVID-19 pandemic, flexible working hours are provided for employees of the Department.

In addition, in order to monitor the state of the moral and psychological climate in the team and compliance with the standards of service ethics, the ethics Commissioner conducted an anonymous survey of civil servants in electronic format, in which 55 employees participated.

During the reporting period, there were no complaints to the ethics Commissioner.
