In the state institution "Office of Akim of Semey city of East Kazakhstan region" and independent departments of Akimat of Semey city in accordance with the Law of the Republic of Kazakhstan dated November 18, 2015 "On combating Corruption", Decree of the President of the Republic of Kazakhstan dated February 2, 2022 No. 802 "On approval of the Concept of Anti-corruption Policy of the Republic of Kazakhstan for 2022 - 2026 and amendments to some decrees of the President of the Republic of Kazakhstan", as well as according to the Anti-Corruption Work Plan for 2022 approved by Deputy Akim of Semey city of East Kazakhstan region Sadyrbayev A. S. dated January 15, 2022, a set of anti-corruption measures is being carried out.
In accordance with the Law of the Republic of Kazakhstan dated November 18, 2015 "On Combating Corruption", the Order of the Chairman of the Agency of the Republic of Kazakhstan on Combating Corruption (Anti-Corruption Service) dated January 28, 2020 No. 22 "On approval of the Rules of anti-corruption monitoring", working groups of independent departments, Akim's office and subordinate organizations conducted anti-corruption monitoring for the first the quarter of 2022, the results of which will be published on the official website of the akimat of Semey.
In accordance with the schedule of internal analysis of corruption risks of regional administrations and akimats of cities and districts of the East Kazakhstan region, approved by the First Deputy Akim of the East Kazakhstan region Smatlaev A. B., an internal analysis of corruption risks will be conducted in November 2022.
The content of the official Internet resources of independent departments and the quasi-public sector is monitored on an ongoing basis. Preventive/explanatory talks are held to prevent corruption offenses, round tables, seminars, meetings, anti-corruption articles are published on the official resources of the Akimat of the city of Semey.
During the current period of the first half of 2022, from January 1 to July 11, Semey city, in order to prevent corruption manifestations and form an anti-corruption consciousness, work was carried out in the information field on all sources: social networks, websites, TV channels, newspapers.
Thus, 142 materials have been published in the media since the beginning of 2022 on the coverage of the Shygys - Adaldyk Alany project and anti-corruption since the beginning of 2022 (in 2021 more than 200 materials). Facebook instagrammed 8 of them, 24 of them were published in print media, 24 of them were published on Internet resources, 86 of them were published in social networks (Facebook, Instagram). The headings "Shygys - Adaldyk alany", "Corruption barrier!", "Territory of the Law", "Adaldyk alany", "Sybailas zhemkorlykka zhol zhok", etc. operate in printed publications.
At the initiative of the Anti-Corruption Agency of the Republic of Kazakhstan, the project "Adal komek" is being implemented in the city of Semey in order to provide citizens with free legal assistance, improve legal literacy of citizens, and reduce the level of corruption. On accounts in various social networks, live broadcasts are held with specialists from all departments of the akimat of the city of Semey. The main priorities of the activities of state bodies are public dialogue, openness, prompt response to the needs of people.
Facebook Instagram, 14 live broadcasts were held in social networks (Instagram, Facebook) in the first half of this year within the framework of this project.
4 anti–corruption banners were placed around the city (2 banners were placed along Boztayev, Abay Streets, Shakarim Avenue).
Certain work is carried out in higher and secondary educational institutions of the city. Information stands and trust boxes are located in all educational institutions. In order to prevent the involvement of students in corrupt relations, students' leisure activities are organized through the activities of the youth committee, involvement in the volunteer club "Ashyk Zhurek", participation in city and regional events.
The following works are carried out in educational institutions:
- in order to implement the project "Zhastar.kz" carries out the activities of the Sanaly Urpak club, within the framework of which there is a "Library shop of honesty", "Shop of honesty".
- in order to conduct an open policy, the leaders of the youth committee are members of various ethics commissions;
- information campaigns "Clean session for students" are held in colleges,
- unified class hours "Dedicated to the International Anti-Corruption Day...", "Adaldyk Sagaty", "We are against corruption" in the form of quizzes, video contests, etc.
- It has become traditional to conduct an anonymous questionnaire to identify the academic integrity of students, a questionnaire "teacher through the eyes of a student", etc.
It should also be noted that in the quasi-public sector, according to the TBN-4 "Prevention and Combating Corruption" projects, compliance services were created, anti-corruption restrictions were adopted by the first managers and persons responsible for public procurement.
