About the state institution of the "Office of the akim of the Medeu rural district of the Abai district of the Abai region"
1.General provisions
1. The state institution "Office of the Akim of the Medeu rural District of the Abai district of the Abai region" (hereinafter referred to as the akim's office) is a state institution that ensures the activities of the akim of the Medeu rural district of the Abai district of the Abai region (hereinafter referred to as the akim) and performs other functions provided for by the legislation of the Republic of Kazakhstan.
2. The state institution "Akim's Office of the Medeu rural district of the Abai district of the Abai region" carries out its activities in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other regulatory legal acts, as well as this Regulation on the akim's office.
3. The state institution "Office of Akim of Medeu rural district of Abai district of Abai region" is a legal entity in the organizational and legal form of a state institution, has seals and stamps with its name in the state language, letterheads of the established sample, in accordance with the legislation of the Republic of Kazakhstan accounts in treasury bodies.
4. The state institution "The Office of the Akim of the Medeu rural district of the Abai district of the Abai region" enters into civil law relations on its own behalf.
5. The state institution "The Office of the Akim of the Medeu rural district of the Abai district of the Abai region" has the right to act as a party to civil law relations on behalf of the state, in accordance with the legislation
6. The regulation on the office of the akim of the Medeu rural district of the Abai district of the Abai region, its structure is approved by the akimat of the Abai district of the Abai region.

8. The state institution of the akim's office of the Medeu rural district of the Abai district of the Abai region is formed, abolished and reorganized by the Akimat of the Abai district of the Abai region.
9. "The Office of the Akim of the Medeu rural district of the Abai district of the Abai region" is a state institution maintained at the expense of the local budget.
10. The office of the akim of the Medeu rural district of the Abai district of the Abai region is prohibited from entering into contractual relations with business entities for the performance of duties that are the functions of the akim's office.
Chapter 2. The main tasks, functions, rights and duties of the akim's office of the Medeu rural district of the Abai district of the Abai region
11. Tasks:
Information and analytical, organizational and legal, logistical support for the activities of the akim of the Medeu rural district of the Abai district of the Abai region, as well as solving issues of local importance.
12. Functions:
1) The office of the akim of the Medeu rural district of the Abai district of the Abai region, within its competence:
ensures the organization of a gathering of the local community, a separate gathering of the local community of villagers, a street, an apartment building, a meeting of the local community-
notifies about the time and place of convening a separate meeting of the local community, a meeting and a meeting of the local community and the issues being discussed no later than ten calendar days before the day of their holding through the media or by other means;
ensures the execution of decisions taken at a meeting of the local community or a meeting of the local community and approved by the akims of a city of regional significance, village, settlement, rural district
ensures the planning and execution of the budget of the Medeu rural district of the Abai district of the Abai region
submits to the meeting of the local community and to the maslikhat of the Abai district of the Abai region a report on the budget execution of the Medeu rural district of the Abai district of the Abai region;
decides on the implementation of the budget of the Medeu rural district of the Abai district of the Abai region
develops and submits a program for the development of the local community for approval by the local community meeting;
acts as a customer for the construction, reconstruction and repair of facilities related to communal property of the Medeu rural district of the Abai district of the Abai region;
exercises control over the targeted and effective use of municipal property of local self-government;
exercises the rights of the subject of communal property rights in relation to municipal legal entities of local self-government;
establishes to the municipal state enterprise, the property of which is in the communal ownership of the Medeu rural district of the Abai district of the Abai region (communal property of local government), the period of maintenance and preservation of the seized property before its transfer to another person with subsequent write-off from the balance sheet;
represents the interests of the state on issues of communal property of local self-government, protects the property rights of Medeu rural district of the Abai district of the Abai region (communal property of local self-government);
monitors the fulfillment by the trustee of obligations under the contract of trust management of municipal property of local self-government;
monitors and analyzes the implementation of development plans of municipal state-owned enterprises, the property of which is in the communal ownership of the Medeu rural district of the Abai district of the Abai region (communal property of local government);
organizes accounting of municipal property of local government, ensures its effective use;
2) The office of the akim of the Medeu rural district of the Abai district of the Abai region in coordination with the meeting of the local community:
develops draft legal acts in the field of municipal property management of local self-government within its competence;
manages communal property of local self-government, unless otherwise provided by the laws of the Republic of Kazakhstan, implements measures to protect it;
decides on and carries out the privatization of municipal property of local self-government, including ensuring its safety in the process of preparing the object for privatization, engages an intermediary to organize the privatization process, provides an assessment of the object of privatization, prepares and concludes contracts for the sale of the object of privatization and controls compliance with the terms of contracts of sale;
defines the subject and objectives of the activities of a municipal state enterprise, the property of which is in the communal ownership of the Medeu rural district of the Abai district of the Abai region (communal property of local government), as well as the type of municipal state enterprise (on the right of economic management or a state-owned enterprise) carrying out such activities;
carries out the seizure or redistribution of property transferred to a municipal legal entity of local self-government or acquired by it as a result of its own economic activities;
carries out the seizure of excess, unused or misused property of municipal legal entities of local self-government;
provides communal property of local self-government for property lease (lease), trust management to individuals and non-governmental legal entities without the right of subsequent redemption or with the right of subsequent redemption;
decides on the creation, reorganization, name change and liquidation of municipal legal entities of local self-government in coordination with the akim of the Abai district of the Abai region;
gives consent to a municipal state enterprise to alienate or otherwise dispose of the property assigned to it (with the exception of the sale of products produced by it), establish branches and representative offices, as well as transfer and write-off of accounts receivable;
approves the charter (regulations) of state legal entities of local self-government, amendments and additions to it;
defines priority areas of activity and mandatory amounts of works (services) financed from the budget of municipal state enterprises whose property is in the communal ownership of the Medeu rural district of the Abai district of the Abai region (communal property of local government);
considers, coordinates, in cases provided for by the Law of the Republic of Kazakhstan "On State Property", and approves development plans for state enterprises whose property is in communal ownership of the Medeu rural district of the Abai district of the Abai region (communal property of local government), and reports on their implementation;
makes decisions on the use of municipal property of local government, including the transfer of it as collateral, lease, gratuitous use and trust management;
assigns municipal property of local government to municipal legal entities of local government;
decides on the alienation of communal property of local government;
exercises other powers granted by the legislation of the Republic of Kazakhstan.
