rights and obligations of the Department
1) implementation of the state policy to ensure internal political stability, unity of the people and consolidation of society in the city;
2) coordination of the activities of local executive bodies of the city to implement key priorities of state policy in the socio-economic, cultural and socio-political spheres;
3) control over the execution by state bodies and officials of the implementation of the internal policy of the state, acts and instructions of the President of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan, the akim of the region and the akim of the city on issues falling within the competence of the Department;
4) providing explanation and promotion of the main priorities of the strategies, annual presidential addresses to the people of Kazakhstan, state and industry programs and other strategic documents;
5) participation in the implementation of the state policy in the field of mass media;
6) participation in the formation and implementation of state policy in the areas of interaction between the state and civil society, internal political stability, state social order, public councils, volunteer activities, interethnic and interfaith relations;
7) implementation of the state policy in the field of religious activity;
8) implementation of the state youth policy;
9) implementation of intersectoral coordination in the areas of activity assigned to the competence of the Department.
1) informational and ideological support of the activities of local executive bodies of the city in key areas of domestic policy, including the implementation of state policies in the field of education, health, social security and protection of the population, employment, interethnic and interfaith harmony, patriotic education and youth policy, promotion of state symbols, in the linguistic, informational, cultural spheres gender, family and demographic spheres;
2) implementation of a set of practical and other measures aimed at ensuring internal political stability, unity of the people and consolidation of society;
3) information support of major public events in the city;
4) organization of information and explanatory work on the activities of local executive bodies in socio-economic, socio-political and other spheres;
5) organization of activities of informationand explanatory groups of urban significance in the city to explain and promote the annual Messages of the President to the people of Kazakhstan and other strategic documents, information and methodological support of informationand explanatory groups;
6) interaction with political parties, non-governmental organizations, ethno-cultural and religious associations, human rights and other public organizations, professional unions, mass media, the scientific and creative community, and public opinion leaders;
7) ensuring the activities of consultative and advisory bodies and working groups operating under the Mayor's Office of the city on issues within the competence of the Department;
8) analysis and forecasting of the socio-political situation in the city;
9) implementation of the state policy in the field of religious activity, analysis of the activities of religious associations registered in the territory of the city of Kurchatov;
10) ensuring the effective implementation of the state information policy in the city, including coordinating the activities of the mass media in fulfilling the state information order;
11) ensuring effective implementation of the state youth policy and implementation of socially significant youth initiatives at the local level;
12) ensuring effective implementation of the state social order for the implementation of socially significant projects, including conducting competitive procedures and monitoring the progress of project implementation;
13) interaction with higher state bodies, the Parliament, maslikhats, акимаthe regional akimакима's office, the city akim's office, the secretariat of the Assembly of People of Kazakhstan of the region on issues within the competence of the Department;
14) interaction with political parties, trade unions, public associations, non-profit organizations and other organizations on issues within the competence of the Department, including interaction with individuals, legal entities and state bodies in the field of volunteer activities. 15) review notifications of peaceful assemblies or applications for approval;
16) consideration of appeals of individuals and legal entities in accordance with the legislation of the Republic of Kazakhstan;
17) control over the use (installation, placement) of state symbols of the Republic of Kazakhstan in the territory of the city of Kurchatov;
18) conduct, within the limits of its competence, proceedings in cases of administrative offences in the field of:
- violations of the legislation of the Republic of Kazakhstan on religious activities and religious associations;
- violations of the legislation of the Republic of Kazakhstan on non-profit organizations;
- violation of the legislation of the Republic of Kazakhstan on state symbols;
19) performing other functions stipulated by the legislation of the Republic of Kazakhstan.
1) request, in accordance with the established procedure, from state bodies and officials of other organizations and citizens, information necessary for the performance of their functions, involve employees of state bodies and other organizations to participate in the elaboration of issues falling within the competence of the Department, create temporary working groups to develop relevant proposals;
2) give instructions related to the Department's field of activity, monitor their execution, and participate in events held by central, regional, and local executive bodies;
3) draw up protocols (acts) onadministrative offenses in accordance with the procedure established by law;
4) provide funding for the implementation of youth policy and the state order for the implementation of information policy at the city level, and others;
5) involve scientific institutions, individual scientists and specialists in their work;
6) use information data banks of state administration bodies, archives, and scientific institutions;) пользоваться информационными банками данных органов государственного управления, архивов, научных учреждений;
7) make proposals to the akim on improving the organization of activities of state bodies in the field of internal policy, prepare information, analytical and other materials on issues related to the Department's competence;
8) exercise other rights within the competence of the Department.
1) carry out its activities in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other regulatory legal acts, as well as this Regulation.
2) makeеdecisions on issues falling within the competence of the Department, provide explanations on these issues;
3) provide advisory, methodological, informational, organizational, technical and other assistance to officials and state bodies on issues within the competence of the Department;
4) build their relations with other institutions, organizations and individuals within the competence defined by these Regulations, current legislation, concluded contracts.
1) distributes functional responsibilities among the employees of the Department;
2) appoints and dismisses employees of the Department in accordance with the legislationОтдела;
3) issues orders, gives instructions, signs official documentation within the limits of its competence;
4) take measures to combat corruption in the Department and bear personal responsibility;
5) represent the Department in state bodies and other organizations in accordance with the current legislation, conclude contracta, within the limits of its competence;

7) make decisions on other issues within the competence of the Department.
