On Approval of the Register of Public Services Order No. 390/NK of the Acting Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan dated October 17, 2020. Registered with the Ministry of Justice of the Republic of Kazakhstan on October 21, 2020.
According to the Register, 172 public services are provided by local executive bodies and subordinate organizations, of which 86 public services are provided by city and district akimats and its subordinate organizations.
The number of public services in electronic format is increasing, and the assessment of the level of public satisfaction with the quality of public services is also expanding.
In 2019, local executive bodies and subordinate organizations in the city of Kurchatov provided 13,493 public services, including 11,384 (84%) in electronic form.
In 2020, local executive bodies and subordinate organizations in the city of Kurchatov provided 8,882 public services.
Of these:
in paper form-241 (non-alternative), which is 2.72%;
through the state corporation "Government for Citizens" - 555, which is -6.25%;
in electronic form-8086 public services (PEP-6412, which is-79.30%; through the information systems of the service provider-1674, which is-20.70%), which is–91.03%.
The main focus in 2020 is on achieving services in electronic format through the e-Government portal by 90%.
The departments of Construction, Architecture and Urban Planning (99%), the Department of Agriculture and Land Relations (99%) have high rates of rendering services through PEP.
The lowest number of e-services provided is in the Department of Employment and Social Programs (50%), the Department of Education, Physical Culture and Sports (44%), the Department of Housing and Communal Services, Passenger Transport and Highways (43%).
In 2020, 55 refusals to provide public services were registered, and all of them were justified.
The analysis of the effectiveness of the functioning of self-service corners was carried out, there are 7 self - service corners in the city of Kurchatov (1-in the akimat, 4 schools, 1 - in the city library, 1 - in the employment center). Employees provide advice to service recipients on obtaining electronic services, with strict compliance with quarantine measures.
In the self-service corners, 10064 services were provided in 2020. The most frequently received services are registration of job seekers, registration of the birth of a child, marriage, placing a child on the waiting list for kindergarten, specifying the address, certificates of absence (presence) of real estate of an individual, obtaining a certificate of pension contributions, certificates from drug treatment, psychoneurological and anti-tuberculosis organizations.
According to the criterion "measures to comply with the deadlines for the provision of public services", no public services with a violation of the deadlines were registered in independent departments. There were no complaints about the provision of public services.
In 2020, 101 explanatory measures to improve the quality of public services were posted on social networks and Internet resources. The coverage is 23,297 people.
On conducting internal control on the quality of public services for 2020
In accordance with paragraph 42, 47 of the Rules of the state control of quality of rendering the state services (hereinafter - the Rules) approved by order of the Chairman of Agency of Republic of Kazakhstan for civil service Affairs and anti-corruption dated December 8, 2016 No. 78 on the basis of the order of the head of akim of the city of Sochi on December 25, 2019 No. 39 "On approval of the action plan of the internal state control over the quality of public services for 2020". The Department of Information Technologies and Monitoring of Public Services of the office of the Mayor of the city of Kurchatov conducted 10 control measures out of 13 planned in state institutions and subordinate organizations of the city that provide public services to the population. 3 control measures were canceled due to the introduction of a state of emergency in the Republic of Kazakhstan.
No violation of the internal state control was detected.
On December 21, 2020, the plan of control measures for 2021 was approved by the order of the head of the office of the Mayor of the city of Kurchatov No. 134. According to the plan, internal control will be held at 4 facilities that provide public services to the population.
The work on improving the indicators for assessing the effectiveness of the activities of state bodies in the direction of "Quality of public services" is carried out on an ongoing basis and is monitored on a daily basis.
