"The honest ruler-biya has no relatives, the biya, who has all relatives nearby, does not have an iman, that is, the truth," our ancestors said in the past. We know well from history that the lives of outstanding figures of the century Tole bi, Kazybek bi, Aiteke bi and many others show that they had justice and impartiality as their" banner".
In the Code of Ethics of Civil Servants, managers must ensure that the principles of meritocracy are observed in their relations with subordinates, and that they do not give preference on the grounds of kinship, fraternity, and personal loyalty when dealing with personnel issues.
But in the Republic of Kazakhstan, the mentality of our people is also one of the causes of corruption. Many managers violate the principle of the above-mentioned code, engaged in "cleaning" from" not their "subordinates, assembling their "team".
The fight against corruption is a serious problem in Kazakhstan today. Obviously, being a great social disaster, it causes great concern in all countries of the world, which are not similar to each other in terms of political development.
In accordance with the legislation of the Republic of Kazakhstan, corruption crimes mainly include official crimes. Life has shown that abuse of official authority, abuse of power or official authority, taking a bribe, giving a bribe, mediation in bribery, official forgery, knowingly false denunciation, misappropriation or embezzlement of someone else's entrusted property, knowingly false answer, false expert opinion or incorrect translation, acquisition of a false answer or evasion from giving a false conclusion or incorrect translation, failure by officials to execute a court verdict, court decision or other judicial act, all such crimes are committed using corrupt connections.
Corruption is a phenomenon of socio-economic development, the construction of a market economy, which slows down the process of attracting investment and negatively affects the political and public institutions of a democratic state, which poses a serious threat to the future development of the country. The state's policy of comprehensive and systematic fight against this negative phenomenon will be intensified and continued. Our State, like many other states, is working intensively to prevent and suppress corruption. Kazakhstan is one of the first CIS countries to adopt anti-corruption legislation and become members of the International Convention on this Issue.
At the same time, for an effective fight against corruption, it is important to improve the level and quality of legal explanatory work, to eliminate the legal illiteracy of the population. The population should be fully aware of their rights, specific ways, and what actions should be taken if any illegal actions are committed against them. The main goal today is to protect the constitutional order, conduct an effective, unified national policy in the fight against corruption, reduce the level of corruption and its manifestations in all spheres of life of the state and citizens, strengthen public confidence in the state and its institutions.
Therefore, the fight against corruption should be considered as a continuation of the work of the above-mentioned rulers of our people, who left a mark on our history - the civic duty of all citizens of the Republic of Kazakhstan.
