Priority – safe transportation process

It should be recalled that the head of a General education organization is the person responsible for ensuring the safety of bus transport of students, as well as for the state of work carried out here to prevent road accidents. The head of this organization is entrusted with the following functions to ensure the safety of bus transport of students: ensuring the professional reliability of bus drivers; ensuring the maintenance of buses in technically sound condition, preventing failures and malfunctions during their operation; organization of safe road conditions on bus routes; organization of the transportation process.

The head of a General education organization is also responsible for the recruitment, organization of training and admission to transportation of trained drivers who have continuous experience as a bus driver for at least three recent years; ensuring the professional skills of drivers; conducting classes with drivers according to a separate plan; ensuring the conduct of medical examinations of drivers; organizing regular pre-trip medical examinations of drivers; organization of monitoring of drivers ' compliance with the requirements for ensuring the safety of children's transportation by buses; ensuring daily pre-trip monitoring of the technical condition of buses before departure with appropriate marks in the waybill.

When leaving for a flight, the bus driver must make sure that the front and back of the bus are equipped with warning signs " Children ", there are two fire extinguishers and two first-aid kits with sets of necessary medicines and dressings. He should pass a medical and pre-trip technical inspection with a mark on the waybill. The number of passengers on the bus must not exceed the number of seats. It is not allowed to transport passengers standing in the aisles between the seats of the bus. It is forbidden to transport other passengers on the bus for transporting children, except for accompanying persons from the school staff.

The head of a General education organization is personally responsible for violating the requirements of regulatory legal acts to ensure the safety of bus transport – disciplinary, administrative and criminal liability in accordance with the current legislation of the Republic of Kazakhstan. If the facts of violation of the above are revealed when transporting children, the bus driver will bear administrative responsibility under article 593 part 1 of the administrative Code of the Republic of Kazakhstan. Responsible officials will also be brought to administrative responsibility for the release of faulty transport on the line.

Road safety is an activity aimed at preventing the causes of road accidents and reducing the severity of their consequences. Road safety is achieved by maintaining roads in accordance with established requirements, proper technical condition and equipment of vehicles, skilled traffic management and strict compliance by all road users with regulatory legal acts. It should be remembered that the main mistakes of drivers that lead to road accidents are driving in a state of fatigue, speeding, the tendency of drivers to distract from the road, underestimating the weather and road conditions, ignoring seat belts, the absence of a child seat or restraint device, as well as driving under the influence of alcohol. Many drivers, even after feasts, get behind the wheel of cars, risking their own lives and threatening the safety of all road users. Under the new legislation, change of certain articles of the administrative code, for driving while intoxicated offender is subjected to administrative arrest for 15 days and deprivation of the rights management for 7 years (no alternative), when previously only applied to the deprivation of rights for 3 years. For repeated driving while intoxicated, the guilty person faces criminal liability under article 346 part 1 of the criminal code of the Republic of Kazakhstan, which provides for a fine of up to 5000 MCI or correctional labor, or restriction of freedom for up to 5 years, or imprisonment for the same term with a lifetime right to drive a vehicle.

In connection with the above, I would like to draw the attention of drivers of vehicles that you should be careful and focused on roads during the transportation process, to strictly obey the traffic rules, increase their horizons in the legal field, it is known, - ignorance of the law is no excuse.
