State institution «Department of internal policy of Zharminsky district» announces a competition for the vacant position of Director of the municipal state institution «Youth resource center of Zharminsky district»:
Requirements for the selection of candidates for the position of head of the institution:
Qualification requirements: higher (or postgraduate) education (Humanities, or social Sciences, Economics and business, or law, or education, or natural Sciences, or technical Sciences and technologies) and work experience in the relevant field for at least one year.
Functional responsibilities:
Manages, in accordance with the current legislation, the activities of the youth resource center for the provision of services for the support and development of youth and youth organizations.
Organizes informational, methodological, Advisory support and support for youth initiatives, monitoring and analysis of the situation in the youth environment.It works with young people by implementing youth projects and programs, creating an open space for self-realization of young people.
Coordinates the activities of youth centers in the administrative-territorial units and is engaged in enhancing the competence of their employees.
Promotes employment and training of young people for professional orientation.
Develops vital skills, competencies and independence of young people through non-formal education.
Promotes digital literacy and the development of new technologies among young people.
Provides psychological assistance to young people, organizes and conducts psychological trainings and classes with young people. Provides free consulting and legal assistance to young people, organizes and conducts courses on legal literacy. Promotes the activation of innovative and entrepreneurial activities of young people.
Supports and develops volunteer activities among young people, implements joint activities with volunteer organizations and youth initiative groups.
Provides work with young families and helps young people prepare for family life.
Provides support and assistance to the development of youth organizations, movements and youth self-government bodies, develops joint projects and programs with them, and provides information support for their activities.
Carries out the development and evaluation of projects and programs based on the interests and needs of young people. Organizes and conducts courses, schools, camps, seminars and trainings for youth organizations, movements, youth self-government bodies, youth initiative groups on project management.
Provides the necessary conditions for employees to work and assess the quality of work. Analyzes and resolves organizational, technical, economic, and human resources issues in order to improve the quality of services provided and the effective use of material, financial, and labor resources. Organizes the process of preparation and quality control of reports on completed and current activities, analysis of results. Performs forecasting of expenses and income of the resource center together with the accountant. Interacts with service consumers and other interested parties.
As part of its activities, it is fully responsible for the quality of services and the efficiency of spending funds. Takes the necessary measures to combat corruption and is personally responsible for this.
General requirements to candidates: Knowledge of the Constitution of the Republic of Kazakhstan, the Labour Code of the Republic of Kazakhstan, laws of the Republic of Kazakhstan «On state youth policy», «About languages in Republic Kazakhstan», «On combating corruption», «On state property», «On public procurement», Administrative Procedural and Procedural Code of the Republic of Kazakhstan, profile, specialization and peculiarities of organization, the main trends and directions in the field of youth policy, organization of financial and economic activities, basics of tax legislation, the procedure for concluding labor and collective agreements, fire safety Rules, as well as other laws and regulations of the Republic of Kazakhstan.
A person who has expressed a desire to participate in the competition, within the time frame for accepting documents specified in the ad, submits the following documents to the organization on purpose or by mail:
1) application for participation in the competition with a list of attached documents;
2) a copy of the identity document;
3) a completed personal personnel registration form (indicating the address of the actual place of residence and contact phone numbers);
4) copies of educational documents in accordance with the qualification requirements for the position;
5) a copy of the document confirming employment;
6) a certificate of health status in the form approved by the order of the acting Minister of health of the Republic of Kazakhstan dated November 23, 2010 №907 «Оn approval of forms of primary medical documentation of health organizations» (registered in the Register of state registration of regulatory legal acts for №6697).
The contestant can provide additional information about their education, work experience, level of professional training (copies of documents on professional development, awarding academic degrees and titles, scientific publications, as well as recommendations from the management of the previous place of work, etc.).
