Announcement of bidding (auction) for the sale of the right to lease a land plot

Dear potential bidders! SA "Land relations department of Zharma district EKR" informs that on July 13, 2021 at 10:00 a.m. the electronic auction for sale of right on land plot rent by increasing prices at the web-portal of the Register of the State Property www.gosreestr.kz (further - Portal) is held.
Submission of applications for participation in the auction is carried out in accordance with Resolution of the Government of the Republic of Kazakhstan dated August 9, 2011 № 920 "On Approval of Rules of Sale of Privatization Objects" and Decree of the Minister of National Economy of the Republic of Kazakhstan dated March 31, 2015 № 290 "On Approval of Rules of Organization and Holding of Trades (Competitions, Auctions) on Sale of Land or Right for Land Lease, Including in Electronic Form".
Submission and registration of applications for participation in the auction are carried out from the day of publication of the announcement of the auction on the Registry Web Portal and end two hours prior to the auction, after which the participants cannot withdraw their application.
In order to participate in the auction, it is necessary to register in advance on the web-portal of the registry, specifying:
1) for individuals: individual identification number (hereinafter - IIN), surname, first name and patronymic (if available);
2) for legal entities: business identification number (hereinafter - BIN), full name, surname, first name and patronymic (if any) of the first manager;
3) details of the current account in the second-tier bank to refund the guarantee fee;
4) contact details (postal address, telephone, fax, e-mail).
To register as a participant of the auction it is necessary to register the application for participation signed with the participant's EDS on the web-portal of the register.
ATTENTION! Grounds for refusal of the web-portal of the Registry to accept the bid by the participant are non-compliance with the requirements stated in the Auction Notice, as well as non-compliance with the guarantee fee specified in the Auction Notice two hours before the start of the Auction.
According to the results of automatic verification, the web-portal of the Registry sends to the participant's e-mail address specified on the web-portal of the Registry an electronic notification of acceptance of the bid or the reasons for refusal to accept the bid.
A participant admitted to the auction shall be provided with access to the auction hall by the auction number assigned by the web-portal of the Registry. (Auction Room is a section of the web-portal of the Registry providing the possibility to enter, store and process information required for the auction).
Auction participants enter the auction hall within one hour prior to the start of the auction using EDS and auction number. The auction begins at the time specified in the notification of the City of Nur-Sultan by automatic placement of the starting price of the object of sale in the auction hall.
The results of the auction for each object of sale sold are documented by electronic protocol on the results of the auction, which is signed on the web-portal of the register by the seller and the winner using EDS on the day of the auction.
Protocol on the results of the auction is a document recording the auction results and the obligations of the winner and the seller to sign a contract of sale for the object of sale at the selling price.
The contract of sale or lease agreement is concluded in electronic format on the web-portal of the register and is signed by the seller and the buyer using EDS within 2 working days from the date of signing the protocol on the auction results.

Guarantee fees for participation in the auction shall be paid to the details of the single operator in the field of accounting of state property:

Settlement account (IBAN/ICS) at Halyk Bank of Kazakhstan JSC: KZ946017111000000330; BIK:HSBKKZKX.
The security deposit is not returned to the winner in case the minutes of tender results or sale-purchase agreement are not signed.
In all other cases security deposits are returned within three working days from the date of application submission to the single operator from the auction participant, signed by the participant's EDS on the web-portal of the register.

The following objects of sale are put up for the auction with the price increase method:

1. Land plot for placing a loading and unloading site, Zhangiztobe village, Zharma district, East Kazakhstan region. The area of 4,18 hectares. Lease right for 5 years with an initial price of 1,145,320 tenge. Guarantee fee - 145,850 tenge.
2. Land plot for construction of a container site, at Zhangiztobinsky p/o, Zharma district, East Kazakhstan region. The area of 8.0 hectares. Lease right for 5 years with an initial price of 2,192,000 tenge. Guarantee fee - 145,850 KZT.

3. Land for the construction of a container site, at Zhangiztobinsky p/o, Zharma district, East Kazakhstan region. The area of 8.0 hectares. Lease right for a period of 5 years with an initial price of 2,192,000 tenge. Guarantee fee - 145,850 KZT.
