Message Ayagoz district maslikhat of East Kazakhstan region on the formation of the composition of newly created precinct election commissions
In accordance with article 10 of the constitutional law of the Republic of Kazakhstan "on elections in the Republic of Kazakhstan" (hereinafter – the constitutional law on elections), the maslikhat of Ayagoz district of East Kazakhstan region reports on the formation of the composition of newly created precinct election commissions.
The number of precinct election commissions is determined by the territorial election Commission of the district depending on the number of voters in the precincts.
The term of office of election commissions is five years.
Each political party has the right to submit one candidate to the relevant election Commission.
A political party may submit candidates to the election Commission who are not members of this political party.
If there are no proposals from political parties, maslikhats elect an election Commission on the proposal of other public associations and higher election commissions.
From June 20 to July 8, 2020, political parties, other public associations, their structural divisions and higher-level election commissions shall submit the following documents to the maslikhat:
1) information about candidates for election commissions in the established form in electronic and paper format;
2) an extract from the decision of a political party, public Association or their branches (representative offices), or a higher election Commission on the submission of candidates to the relevant election commissions;
3) a copy of the document on registration of a political party, public Association or their branches (representative offices);
4) applications of candidates for consent to participate in the work of the election Commission in the prescribed form.
Forms of information about candidates for election commissions, applications of candidates for consent to participate in the work of election commissions are posted on the website of the mayor of Ayagoz district.
The person proposed to the election Commission must meet the requirements of the constitutional law on elections.
A member of an election Commission must reside in the territory of the administrative-territorial unit where the district maslikhat that formed the Commission is located.
More than half of the members of the election Commission must not be employees of the same organization, except for the cases of establishment of polling stations provided for in paragraph 3 of article 23 of the constitutional law on elections.
The same election Commission may not include close relatives (parents, children, adoptive parents, adopted children, full and half-siblings, grandparents, grandchildren) or a spouse.
All documents submitted to the district maslikhat in paper format must be signed, sealed, and contain the date of execution, a note about the performer, indicating the surname, initials and phone number.
Proposals on the composition of election commissions are accepted until July 8, 2020, from Monday to Friday from 09: 00 to 18:00, with a break from 13: 00 to 14: 30.
