State program “With a diploma - to the village”

By decision of the Ministry of National Economy of the Republic of Kazakhstan, from April 1, 2023, “Otbasy Bank” was appointed as an authorized agent of the “With a diploma - to the village!” program. This program provides for the issuance of loans for the purchase or construction of housing and the payment of housing allowances. To save citizens time and speed up the process of receiving government support for them, the program “With a diploma goes to the village!” transferred to digital format. New applications from Kazakhstanis will be accepted online on the real estate portal otbasybank.kz. To apply for participation in the “With a diploma - to the village!” program, you must register on the otbasybank.kz portal and sign the application using an electronic digital signature. Kazakhstanis of any age can participate in the program. The main thing is that they have a diploma and work in the countryside in a number of professions. These are specialists in healthcare, education, social security, culture, sports, agro-industrial complex, civil servants of the akims of rural districts (with the exception of akims and deputy akims). District akimats and akimats of cities of regional significance annually form a list of workers in demand in their localities from the above-mentioned specialties. And it is within the framework of this list that state support will be provided. The maximum loan amount is up to 1500 MCI. The loan rate is 0.01% (GESV - from 0.01% per annum). The loan is issued for the purchase or construction of housing in the locality where the specialist works. The maximum loan term is 15 years. The main condition is that the program participant must work in a rural area in his specialty for 3 years. It will be possible to submit applications for benefits and for a budget loan at the same time. Now these loans within the framework of the project “With a diploma - to the village” will be serviced at Otbasy Bank. Therefore, Kazakhstanis who have these loans need to become clients of the bank in order to repay payments on time and not have late payments or penalties in the future. Having become bank clients, they will also continue to pay for it without any changes to the terms of the loan. There are several ways to become a bank client: download the Otbasy bank mobile application and use it to open a current account and deposit; call free from a mobile phone to number 300; contact the nearest bank branch or consultation center. As part of the project “With a diploma - to the village”, Kazakhstanis can also apply for payment of a lifting allowance in the amount of 100 MCI.
