The Chairman of the ABGS on the main 6 ethical principles of public service

On December 9 this year, at the initiative of the Agency for Civil Service Affairs, the Academy of Public Administration under the President of the Republic of Kazakhstan hosted the HR Forum “HR in the Civil Service: Transition to Strategic Personnel Management”. During the event, the Chairman of the Civil Service, Darkhan Zhazykbaev, said that a new version of the Code of Ethics for civil servants was adopted this year, and focused on the basic ethical principles of public service - openness, fairness, honesty, courtesy, integrity, priority of human interests. The Chairman of the Agency noted that a civil servant must be ready to work with the public, with the population, ensure the transparency of his activities, provide services in accordance with people's requests and avoid bureaucracy and red tape when considering citizens' appeals. These principles are designed to ensure the effective implementation of the “Listening State” Concept, voiced by the President, as well as to strengthen public confidence in state bodies. At the same time, the head of the ADGS dwelled on the issues of preventing various bureaucratic delays in the activities of the state apparatus, the elimination of factors that reduce the efficiency of its work. “In April of this year, by the Decree of the President “On measures to de-bureaucratize the activities of the state apparatus”, new functions were assigned to the Agency to analyze and monitor the manifestations of bureaucracy. In this aspect, the Agency has developed a set of systemic measures to de-bureaucratize. Now concrete steps are being taken, mechanisms are being introduced to eliminate bureaucracy everywhere in the work of the state apparatus, establishing zero tolerance for it. These actions give a positive impetus to the work of all employees of the state apparatus and will generally contribute to its qualitative renewal,” Darkhan Zhazykbayev said.
