This was stated by the Chairman of the Agency for Civil Service Affairs Darkhan Zhazykbaev at the Human Resources Forum “HR in the Civil Service: Transition to Strategic Personnel Management”.The Chairman of the Agency emphasized that the Head of State in his speech said: “The activities of civil servants should become as open as possible and truly accountable to citizens. Public service is a special responsibility to its people, and not a place for personal enrichment, ”and noted that this is what every civil servant of our country should be guided by.“For the implementation of state tasks in accordance with the expectations and demands of society, an urgent problem is a reassessment of values and a change in fundamental approaches in the activities of state bodies. The development of human resources in the civil service is closely interconnected with the improvement of the professional and personal qualities of civil servants,” said Darkhan Zhazykbaev. In this vein, the Agency plans to present a document being developed on improving the professional and personal qualities of civil servants in a "human-centered" model of public administration. For civil servants, the proposed document will be a kind of methodological brochure, guide, reference book. At the same time, the values and principles of improving the professional and personal identity of civil servants are systematized.According to Darkhan Zhazykbaev, the following basic principles are defined as professional and personal acme of civil servants: to be an example for society, to be a statesman and serve the national interests of the country, to be fair; to be open, to be faithful to the oath, not to think about personal gain and work for the good of the country and people.“We will present this document in the near future for discussion with the general public. Improving public administration requires systemic changes and transformations. Improving the quality of human resources, of course, is associated with the modernization of people's thinking. The proposed document is intended to stimulate the conscious, spiritual and moral growth of civil servants and is intended to qualitatively determine changes in their professional activities in the public administration system. The commitment of civil servants to high values should come not from fear of punishment, criticism or external control, but from their own will, internal intention. The main thing is a conscious sense of responsibility to the people and the country,” said the chairman of the ADGS.Press service of the ADGS RK
