Civil service testing will be available 24/7

This was stated by the Chairman of the Agency for Civil Service Affairs Darkhan Zhazykbaev at the HR forum “HR in the civil service: transition to strategic personnel management”.“To ensure a fair competition, the Agency for Civil Service Affairs has developed a new selection algorithm for the civil service, posted on the external portal of the E-Kyzmet information system, and also revised the very format of the competitive procedure. The new format of the competitive procedure allows applicants to participate in the competition at any time and from anywhere in the world at all stages, except for the interview, which will take place at a predetermined time,” said the Chairman of the Agency.Compliance with the rules for passing the test will be ensured by the proctoring system, which was used during the selection for the Presidential Youth Personnel Reserve and proved to be effective. The developed selection algorithm includes testing for knowledge of the main legislative documents and regulatory legal acts (the Constitution of the Republic of Kazakhstan, the Laws on Civil Service and Anti-Corruption, the Code of Ethics); testing abilities and competencies (IQ, EQ, SQ testing); for executive positions - writing an essay (for executive positions, this requirement may be established by state bodies independently); an interview conducted by a competition committee consisting of industry and independent experts, HR specialists, authorized by ethics.According to the Chairman of the Agency, these new selection approaches are planned to be introduced in 2023. In pilot mode, testing will be carried out in the information system "E-kyzmet". At the same time, in order to further improve the activities of the civil service, it is planned to introduce a competence assessment system for individual political and administrative civil servants (as potential candidates for the highest political positions of corps "A" and corps "B") once every 2 years using an assessment -center. The agency has scheduled an assessment for at least 1,800 people. It should be noted that on December 9, at the initiative of the Agency for Civil Service Affairs, the Academy of Public Administration under the President of the Republic of Kazakhstan hosted the HR Forum “HR in the Civil Service: Transition to Strategic Personnel Management”.
