Issues of human resources in the formation of the state apparatus that meets modern needs were discussed

On December 9 this year, the Academy of Public Administration under the President of the Republic of Kazakhstan hosted the HR forum “HR in the civil service: transition to strategic personnel management”. The event was organized by the Agency of the Republic of Kazakhstan for Civil Service Affairs with the support of the Astana Hub in the field of civil service. The forum was attended by Chairman of the ADGS Darkhan Zhazykbaev, Chairman of the Steering Committee of the Astana Hub in the field of public service Alikhan Baimenov, President of the Office of Human Resources Management under the President of the Republic of Turkey Salim Atay, General Director of the Research Center of the National Institute for the Development of Human Resources of the Republic of Korea Chun Ji Yong , Deputy Chairman of the State Examination Center of the Republic of Azerbaijan Bahram Khalilov, as well as more than 300 people, including representatives of government agencies, domestic and foreign experts in the field of HR, delegates from Central Asian countries. In his welcoming speech, the Chairman of the Agency, Darkhan Zhazykbaev, noted that within the framework of the political reforms being carried out in Kazakhstan, new requirements are imposed on the civil service system. “The head of state in his Address to the people of Kazakhstan noted that “The Agency for Civil Service Affairs should become a full-fledged institution of strategic HR.” At this stage, the Agency has prepared an action plan for the implementation of HR tools in the civil service system, widely used in OECD countries. It is very important for us to accumulate all the latest technologies and knowledge in the field of HR, as well as to attract the best specialists and professionals to the civil service. For the development of human capital, it is necessary to form an open, fair, active state apparatus that meets modern demands and needs,” the Chairman of the Agency said. Guests of the event, delegates from foreign countries, shared their experience in the development of the civil service, and positively assessed the measures taken by Kazakhstan to improve the civil service, including the development of HR, focused on international experience. Leading experts from the public, quasi-public, private sectors and from the countries participating in the conference spoke during special sessions about cooperation, trends and challenges in the development of HR in the civil service, the modern portrait of a civil servant, training HR specialists, digital transformation of HR and effective HR- tools. As part of the event, the Chairman of the Agency held working meetings with foreign experts. It should be noted that the purpose of the international forum is to provide an opportunity for heads of central state and local executive bodies, domestic and international experts in the field of HR, heads of state bodies and personnel management services of the corporate sector, heads of higher educational institutions that train personnel in the field of personnel management, to discuss important issues in the field of human resource management.
