The introduction of a new mechanism for obtaining the status of an insured person is one of the most anticipated and beneficial changes in the CSMI system. From September 5, it became possible to insure for a year in advance, while repaying the debt for the past 12 months is not necessary. This mechanism was evaluated and used by more than 2,600 citizens in the Republic. As recalled in the branch of the Social Health Insurance Fund of the Abai region, from September 5 of this year, a new mechanism for paying contributions to compulsory medical insurance was launched - for 12 future months. Previously, it was mandatory to have paid contributions for the past 12 months. That is, if there are unpaid periods for the past year, it is not necessary to pay them when choosing a new method. As of mid-October, over 2,600 citizens of our Republic have used the new mechanism. Most appreciated the advantageous opportunity to insure for a year in advance and have access to medical care in the list of compulsory social health insurance residents of the cities of Almaty, Astana, Almaty region, Turkestan, Karaganda and Zhambyl regions. Abay Galymzhan Abilov, director of the NAO FSMS regional branch, answered our questions about the new payment mechanism for the year ahead. How to get the status of the insured under the new mechanism for a year in advance? Pay 3,000 tenge for each month separately, that is, make 12 payments. Total for 12 months 36,000 tenge. You cannot make payments for 12 months in a single amount, because the system reads the payment for each month separately. You can pay fees for OSMS through any second-tier bank, mobile applications of banks, fast payment terminals and through Kazpost branches. When will the status appear? If the status of a consumer of medical services in the CSMI system is required from the current month, then it is necessary to pay contributions for 12 months, including the current one (according to clause 7, article 30 of the Law of the Republic of Kazakhstan “On Compulsory Social Health Insurance”, the status is assigned from the date of payment of contributions until the expiration of 12 - month period). Example: You pay dues in October for the period October 2022 to September 2023. The status of the insured person will be assigned in October and will remain for the entire paid period. An additional 3-month period is also given (according to clause 2, article 5 of the Law of the Republic of Kazakhstan “On OSHI”) to maintain the ability to receive medical care under OSMS, but this debt must be paid. If the status is needed for the upcoming period, then it is necessary to pay contributions from the month following the date of payment. Example: You pay dues in October for the period November 2022 to October 2023. The status will appear from November 1, 2022 and will remain for the entire paid period. Plus, in addition, you will be insured for 3 months, but subsequently for the indicated 3 months you will need to pay premiums, otherwise a debt will form. Please note that payments are processed by the State Corporation "Government for Citizens" within 2-3 days. The status will appear within 3 business days. What gives the status in OSMS? The insured can receive medical care in the CSMI package, which includes consultations of specialized doctors, various tests and diagnostic examinations (X-ray, ultrasound, CT, MRI, etc.), planned hospitalization, medical rehabilitation, treatment using high-tech medical care, prevention and diagnosis of diseases . Checking Status and Payments Information about the availability of payments and assignment of status for the next year can be obtained in the same ways that the status of insurance is checked - through the Qoldau 24/7 mobile application, the official website of the Fund fms.kz or the Telegram channel SaqtandyrýBot. An official document on payments and status can be obtained on the e-government portal eGov.kz through the state service "Providing information on participation as a consumer of medical services and on the transferred amounts of deductions and (or) contributions in the system of compulsory social health insurance." How many people are uninsured in the Abay region? As of October 2022, 115,841 citizens are uninsured in the Abay region. In this regard, the Social Health Insurance Fund recommends that residents of the region use the new alternative payment method and insure themselves in the OSMS system in order to receive a full range of medical services in the status of an insured person. Recall that since September 5, Kazakhstanis have the opportunity to insure for the year ahead, while repaying the debt for the past 12 months is not necessary.
