On March 1, 2021, the selection for the “Government for Citizens” talent pool started, which ended on April 30. Registration of participants took place from March 1 to March 12 - 1873 applications were received. Taking into account the experience of the presidential talent pool, candidates passed the selection, which consisted of several stages. They took tests and interviewed.

The applicants were selected by a special commission, which included deputies of the Parliament of the Republic of Kazakhstan, representatives of the media, state and public figures, HR specialists, representatives of the Agency for Civil Service Affairs and the Anti-Corruption Agency, members of the National Council of Public Trust, members of the Board of Directors and the Management Board of the State Corporation.

According to the results of the final stage, 353 people were enrolled in the "Talent Pool".

“The Talent Pool project was supported by the President of the Republic of Kazakhstan, Kassym-Zhomart Tokayev, who instructed us to ensure maximum transparency in the selection process. Any interested Kazakhstani could take part. I am sure that the implementation of the project will help the real implementation of the principles of meritocracy in the State Corporation and the creation of social lifts. The first appointments from the personnel reserve will begin in the near future, as soon as suitable vacancies appear, "said Adil Kozhikhov, Chairman of the Board of Government for Citizens.

The main goal of the project is to find promising employees, develop their competencies, and further promote them to vacant leadership positions.

When developing the selection, the experience of similar projects was studied - the "Presidential Youth Personnel Reserve", "Industry managers of the Elbasy Academy" and "Zhas Orken". The Talent Pool has become the fourth major project to create a talent pool in Kazakhstan.
