In order for SME employees to receive medical care from the compulsory health insurance package, their employers must submit information about hired workers to the Fund every month before October 1.
As you know, on July 1, the grace period for Kazakhstanis in the compulsory health insurance system ended. Until that time, everyone was considered conditionally insured, and, accordingly, had the right to receive medical care within the framework of the compulsory health insurance package.
According to the Government Decree No. 224 "On further measures to stabilize the economy in terms of taxation", in the next three months only 29 categories of SMEs were exempted from paying contributions, this is more than 800 thousand employees of small and medium-sized enterprises.
At the same time, the extension of the grace period for SMEs is a measure to support small and medium-sized enterprises. That is, taxes and deductions will not be withheld from the salaries of employees of these enterprises, while they will have full access to the medical insurance package. In addition, contributions for compulsory health insurance are not withheld from the allowances that are paid in March of this year to medical workers involved in anti-epidemic measures.
The mechanism for transmitting information to the FSMS is as follows: employers must provide lists of their employees in electronic format every month no later than the 25th. To do this, they must follow the link on the website of the State Revenue Committee https://msb.fms.kz/login and find their organization in the BIN list (if there is no BIN in this list, registration of the organization is impossible). After that, it is necessary to register with the electronic digital signature of a legal entity or individual entrepreneur and enter the information system of the fund and sign a user agreement. Further, the IIN of employees exempted from paying compulsory health insurance is added - this can be done either in one Excel file or line by line for each individual employee. In the future, you will not have to enter the data again, you will only need to update this data. In turn, this information will be submitted monthly to the State Revenue Committee.
If an employee of one of the SMEs, having come to the clinic, found that for some reason he could not apply for medical assistance under insurance, then he can independently send the data via the Qoldau mobile application 24/7. So, you need to download the application, register with your email address, surname, IIN, phone number and write an appeal of the following format: “I am an SME worker whose owner is exempt from paying taxes and social security contributions, but at the same time did not transfer information about me to the Medical Insurance Fund ". Next, you need to indicate the BIN of the organization, the IIN of the employer and your IIN, attach a document confirming the employment relationship with this employer (order of appointment or employment contract).
The operators will clarify the situation within half an hour by checking the compliance of this organization against the list presented in the list of exempt SMEs, and this employee will be assigned a status for one month. At the same time, he must definitely contact his employer with a request to enter information on him through the information system of the Fund, since an employee will be considered insured only upon receipt of this information.
A complete list of 29 categories of SMEs can be found in Government Resolution No. 224 "On Further Measures to Stabilize the Economy on Taxation Issues."
Recall that the compulsory health insurance system has been operational in Kazakhstan since January 1, 2020. On April 1, it was announced the extension of the grace period for the payment of contributions, during which it was necessary to determine their insurance status, make contributions and become a member of the OSHI.
