On September 15, Kazakhstan will launch an annual campaign for free choice within the territory of residence of the primary health care organization (PHC). You can attach to it for two months - from September 15 to November 15.
In order for the doctor to be able to monitor the health of attached patients, it is recommended to choose a clinic in the immediate vicinity of the place of residence. In this case, if necessary, doctors of the polyclinic can visit patients at home, which is especially important during a pandemic.
“Having attached themselves to the organization of PHC during the campaign, citizens will begin to receive medical care in it from January 1, 2021. At the same time, she will have to conclude an agreement with the Fund for the provision of primary medical and social care services within the guaranteed volume of free medical care and in the compulsory health insurance system for the coming year. Based on the results of the attachment campaign, funding will be planned for 2021, taking into account the distribution of the population in the context of medical organizations. The Fund is interested in the absolute reliability of the databases, because for each attached resident, per capita financing is paid to medical organizations every month, ”said Galymzhan Abilov, director of the East Kazakhstan branch of the Social Health Insurance Fund.
As the director of the branch explained, attachment to the clinic is carried out in several ways.
When applying through the e-government web portal www.e.gov.kz, the attachment is made in the presence of an EDS. In the health section, you must select the service "Attachment to a medical organization providing primary health care." The polyclinic receives information about the patient from the state information systems automatically. If the operation is successful, the citizen is issued a notification of attachment in the form of an electronic document signed by the EDS of the medical organization.
Certain categories of the population can be attached directly to the clinic. To do this, you must submit an application of any form and an identity document. These categories include retirees, disabled people, guardians appointed by law to a disabled person from childhood, also guardians or trustees, foster carers; convicts serving in colonies (at the place of serving), students, conscripts, children born in foreign countries, people who draw up an attachment by power of attorney.
We note that the attachment campaign is carried out only among medical organizations registered in the Database of Healthcare Subjects and applying for the provision of medical services under the guaranteed volume of medical care and compulsory health insurance. You can familiarize yourself with the list of polyclinics available for attachment on the Foundation's website www.fms.kz in the "Choose a polyclinic" section.
Until December 31 of this year, citizens will continue to be served in the clinic to which they were previously attached.
As of September, more than 27 thousand people remain unattached to PHC organizations. In order not to be left without access to medical care, they are advised to check the status of the attachment directly at the clinic at their place of residence or on the e-government web portal by means of a digital signature.
Recall that regardless of the status of insurance, all citizens have the right to a guaranteed amount of free medical care. For planned hospitalization, admission by narrow specialists, undergoing expensive examinations and receiving high-tech treatment, you must be insured in the compulsory health insurance system. You can find out your insurance status on the e-government portal, on the Fund's website and in Telegram via SaqtandyryBot.
