In accordance with paragraph 5 of article 109 of the Budget code of the Republic of Kazakhstan dated December 4, 2008, subparagraph 1) of paragraph 1 of article 6 of the Law of the Republic of Kazakhstan dated January 23, 2001 "on local state administration and self-government in the Republic of Kazakhstan», by the decision of the East Kazakhstan regional maslikhat of April 6, 2020 No. 37/420-VI "on amendments to the decision of the East Kazakhstan regional maslikhat of December 13, 2019 No. 35/389-VI "on the regional budget for 2020-2022" (registered in the Register of state registration of normative legal acts for No. 6865), the Abay district maslikhat decided TO:
Make the following changes and additions to the decision of the Abay district maslikhat No. 42/9-VI dated December 30, 2019 "on the budget of the Abay district for 2020-2022" (registered in the Register of state registration of normative legal acts for No. 6475, published in the reference control Bank of normative legal acts of the Republic of Kazakhstan in electronic form on January 14, 2020):
paragraph 1 should read as follows:
"1. Approve the district budget for 2020-2022 according to appendices 1, 2 and 3, including for 2020 in the following volumes:
income – 7 796 872.3 thousand tenge, including:
tax receipts – 478,462. 0 thousand tenge;
non-tax receipts – 3 170.0 thousand tenge;
proceeds from the sale of fixed capital – 3,395,0 thousand tenge;
transfer receipts – KZT 7,311,845,3 thousand;
expenses – 9 364 354.7 thousand tenge;
net budget lending – 177,664. 0 thousand tenge, including:
budget loans – 194 847.0 thousand tenge;
repayment of budget loans – 17,183. 0 thousand tenge;

paragraph 4 should read as follows:
«4. In accordance with paragraph 9 of article 139 of the Labor code of the Republic of Kazakhstan dated November 23, 2015, civil servants in the field of social security, education, culture, sports, working in rural areas at the expense of budget funds, have their official salaries and tariff rates increased by twenty-five percent in comparison with the salaries and rates of civil servants engaged in these types of activities in urban conditions.
The list of positions of specialists in the field of health, social security, education, culture, sports and veterinary medicine who are civil servants and work in rural areas is determined by the local Executive body in agreement with the local representative body»;

Annex 1, 5 to the said decision shall be set out in the following wording in accordance with annexes 1, 2 to this decision.
This decision is effective from January 1, 2020 and applies to relations that have arisen since April 1, 2020.
