Approve the district budget for 2020-2022 in accordance with annexes 1, 2 and 3, including for 2020 in the following amounts:

Accept for execution for 2020 standards of distribution of income to the district budget for social tax, individual income tax on income taxed at the source of payment, individual income tax on income not taxed at the source of payment, individual income tax on income of foreign citizens, not taxable at the source of payment in the amount of 100 percent according to the decision of the East Kazakhstan regional maslikhat of December 13, 2019 No. 35/389-VI "on the regional budget for 2020-2022" (registered in the Register of state registration of normative legal acts for No. 6427).
Take into account in the district budget for 2020 the amount of subvention transferred from the regional budget in the amount of 3,395,979,0 thousand tenge.
In accordance with paragraph 9 of article 139 of the Labor code of the Republic of Kazakhstan dated November 23, 2015, civil servants in the field of health, social security, education, culture, sports, veterinary medicine , forestry and specially protected natural territories working in rural areas at the expense of budget funds, have their official salaries and tariff rates increased by twenty-five percent in comparison with the salaries and rates of civil servants engaged in these types of activities in urban conditions.
The list of positions of specialists in the field of health, social security, education, culture, sports and veterinary medicine who are civil servants and work in rural areas is determined by the local Executive body in agreement with the local representative body.
Establish budget subventions transferred from the district budget to the budgets of rural districts for 2020 in the amount of 222,331,0 thousand tenge, including:
Karauyl rural district – 45,768. 0 thousand tenge;
Kaskabulak rural district – 24,234. 0 thousand tenge;
Kengirbai Biy rural district – 19 082.0 thousand tenge;
Kokbay rural district – 25,538. 0 thousand tenge;
Kundyzdy rural district – 23 284.0 thousand tenge;
Arhat rural district – 20,850,0 thousand tenge;
Sarzhal rural district – 24 196.0 thousand tenge;

Take into account in the district budget for 2020 targeted transfers from the national budget in the amount of 1,408,151. 0 thousand tenge.
Take into account in the district budget loans from the Republican budget in the amount of 71,577. 0 thousand tenge for the implementation of social support measures for specialists.
Take into account in the district budget target transfers for 2020 to the budgets of rural districts according to the Appendix
Recognize some decisions of the Abay district maslikhat as invalid in accordance with Annex 6.
This decision is effective from January 1, 2020.
