The National Human Rights Ombudsman Institute is 20 years old

The National Human Rights Institute of the Ombudsman has turned 20 years old.

The position of the Human Rights Commissioner in the Republic of Kazakhstan was established for the first time by a Presidential Decree and the Regulations on the organization of its activities were approved on September 19, 2002.

The first Commissioner was Baykadamov Bolat Kenzhekeshevich, who held this position until 2007.

From 2007 to 2019, Shakirov Askar Orazalievich was the Ombudsman.

Since September 2, 2019, the Human Rights Commissioner in the Republic of Kazakhstan is Azimova Elvira Abilkhasimovna.

In accordance with the amendments to the Constitution of the Republic of Kazakhstan, which was adopted at the republican referendum on June 5, 2022, the Human Rights Commissioner in the Republic of Kazakhstan promotes the restoration of violated human rights and freedoms. The Human Rights Commissioner in the Republic of Kazakhstan is appointed for a period of 5 years.

In the exercise of his/her powers, the Commissioner is independent and unaccountable to State bodies and officials.

On December 29, 2021, the President signed the Law of the Republic of Kazakhstan "On the Human Rights Commissioner in the Republic of Kazakhstan", defining the powers and organization of the activities of the Commissioner.

The Law provides for the creation of territorial representatives of the Commissioner. To date, appropriate work is being carried out.

Currently, hard work is underway on the development of a Constitutional law "On the Human Rights Commissioner in the Republic of Kazakhstan" in order to strengthen the constitutional status of the Ombudsman.
