The referendum on non-voting Kazakhstanis was told by the Ombudsman

The Commissioner for Human Rights in Kazakhstan, Elvira Azimova, spoke about individual citizens who were unable to vote in the referendum.

The head of the Civil Alliance of Kazakhstan, Banu Nurgazieva, told about the complaints received.

«In some cases, citizens were unable to vote because they did not check their registration in time. They should have taken an absentee ballot right away. Even if it is in individual cases, I think even every case should be considered and this should not be allowed in the future, because the electoral right of all citizens should be implemented», Nurgazieva said.

Azimova replied that due to the active internal migration in the country, some citizens had difficulties with the right to vote in the referendum.

«For example, a person has invested in the construction of housing, and before the delivery of the object, he is temporarily registered (in another place. - Approx.). Or went to another city for a temporary job. Two appeals have already been received. They say that, despite the explanations of the CEC, they came to the polling stations near the house today and could not vote. That is, at the place of actual residence», Azimova wondered.

They did not take measures in advance to clarify the circumstances, the Ombudsman stressed.

«Of course, on the one hand, we can say that people have not fulfilled the obligations and recommendations that were voiced in the media, but on the other hand, the question arises: is this only the responsibility of a citizen, or is it the responsibility, including on the part of the state ?» – the Commissioner for Human Rights added.

According to Azimova, this issue should be resolved by the next referendum.

«A referendum of this nature on constitutional amendments is being held at the republican level for the first time. And such referendums should become the norm for us, we should understand that civil activity will increase after today's referendum, so we need to develop clear mechanisms», she concluded.
