As part of the implementation of the instructions of the Head of State to ensure unified monitoring and control over prices for socially important food products along the chain "from producer to consumer", the Government is developing Rules for monitoring prices for NWT through invoices.
The Ministry of Trade is working to create a National commodity distribution system in the form of infrastructure - a network of wholesale distribution centers, which will create conditions for a comprehensive solution to the issues of reducing losses in the food chain, price stabilization, development of trade infrastructure and creation of export channels.
As part of the creation of the NTS, a digital infrastructure for monitoring prices for socially important food products at all stages of the trade chain is being developed.
Thus, the Ministry of Finance of the Republic of Kazakhstan has developed a draft order "On approval of the Rules for the implementation of a pilot project to improve the administration of traceable socially significant food products and coal on the basis of an electronic invoice information system", the adoption of which will allow the Ministry to track the price of socially significant food products from the manufacturer to retail chains (in order to exclude unnecessary intermediaries).
In turn, the Ministry of Trade and Integration of the Republic of Kazakhstan has developed amendments to the Rules for setting threshold values of retail prices for socially significant food products and the size of the maximum allowable retail prices for them in terms of revising the current methodology for setting threshold and maximum allowable retail prices. The draft order is being coordinated with the interested state bodies.
MIT, together with authorized state bodies and akimats, is constantly working to stabilize prices for socially important food products.
In the markets of socially significant food markets, the antimonopoly authority:
- 199 acts of antimonopoly compliance have been concluded with manufacturers, wholesale suppliers and retail chains in terms of price restraint and the establishment of a trade surcharge of up to 10%.
- 5 investigations are being conducted on the grounds of anticompetitive concerted actions and abuse of a dominant position.
In addition, a comprehensive package of measures to control and reduce inflation for 2022-2024 has been approved. Most of the measures are aimed at preventing food inflation.
In order to contain prices introduced:
- a ban on the export of breeding stock of cattle and cattle from October 15, 2021 to April 15, 2022;
- the size of quotas for the export of sunflower oil in the amount of 114.0 thousand tons with the establishment of a monthly volume of 38 thousand tons for a period from March 1, 2022 to June 1, 2022; lifting the ban on the export of carrots from February 1, 2022; lifting the ban on the export of potatoes with the simultaneous introduction of quantitative restrictions on the export of potatoes in the amount of 144.5 thousand tons and seed potatoes in the amount of 57.5 thousand tons until April 30 this year.
In addition, on a weekly basis, meetings are held in the Office of the Digital Government under the chairmanship of the Prime Minister of the Republic of Kazakhstan A.A. Smailov with the participation of heads of central state bodies and akims of regions on the regulation of prices for socially significant food products, where problematic issues are considered for each name of socially significant food product.

Since the beginning of the year, as of March 1, the increase in prices for socially significant food products amounted to 2.1%.
The greatest growth since the beginning of this year was shown by cabbage - 42.4%, potatoes – 9.1%, carrots – 6.3%, salt – 3.8%, onions – 3.5%, bread – 2.8%, sugar – 2.7%, buckwheat – 2.3%, milk – 2.1%, kefir – 1.8%, butter – 1.3%, chicken meat – 0.9%, flour – 0.7%, horns – 0.7%, cottage cheese – 0.6%, beef – 0.2%, rice – 0.1%, butter sunflower oil – 0.1%.
A decrease in prices is observed for eggs - 2.7%.
