Ministry of Trade: the term of the certificate of origin of serial products for Kazakh goods in the EAEU has been extended

On April 29-30, 2021, in Kazan, the heads of government of the member states of the Eurasian Economic Union discussed topical issues of the development of integration processes in the Eurasian space.

The central issue for Kazakhstan is the extension of the certificate of origin of serial products for Kazakh goods in the EAEU.

«The validity period of this certificate ends in July of this year. Therefore, we initiated the issue of renewal of this certificate. Since this mechanism makes it possible to significantly simplify the export of Kazakhstani goods to the EAEU countries by refusing to provide a certificate of determination of the country of origin for each batch of goods», - Minister of Trade and Integration of the Republic of Kazakhstan Bakhyt Sultanov said. During the meeting, the EAEU partners supported Kazakhstan's proposal.

Another key issue on the agenda was the elimination of barriers in mutual trade of the EAEU countries.

As Bakhyt Sultanov explained, today Belarus applies restrictions on the placement of goods in retail trade facilities. «The requirements for the availability of a certain number of Belarusian goods in the assortment of a trade entity do not correspond to the obligations assumed within the framework of the EAEU. Since the measures provided for create obstacles in the Belarusian market».

The result of the negotiations was the achievement of a compromise that the Belarusian side should eliminate the restrictions by the end of this year.

Also, the meeting discussed the issue of reducing the thresholds for duty-free import of goods in the framework of e-commerce, during which the heads of government instructed the EEC in the 4th quarter of this year to make a set of proposals for the development of this industry and the feasibility of revising the thresholds for duty-free import of goods.

«The e-commerce sector in the world is developing rapidly. The pandemic period significantly stimulated the development of electronic commerce. Therefore, it is essential today to determine a clear and transparent procedure for the import of goods purchased on foreign Internet sites» - Minister Bakhyt Sultanov commented.

In addition, at the meeting of the Intergovernmental Council, the Prime Ministers agreed to hold consultations on the convergence of export regulation measures in order to prevent unauthorized re-export of goods sensitive to the EAEU countries, as well as on joint actions to prevent the spread of dangerous plant viruses across the territory of the EAEU.

In addition, the heads of government approved the Main Directions of Industrial Cooperation of the EAEU until 2025. This document defines the current tasks of industrial integration based on the national priorities of the EAEU Member States in the near future.

Also, in connection with the personnel changes in Kyrgyzstan, the heads of government approved the candidacies of new members of the EEC Board and a member of the EEC Council from the Kyrgyz Republic.

At the end of the meeting, the Intergovernmental Council signed a Memorandum of Cooperation between the EEC and the Government of the Republic of Uzbekistan, as well as an Action Plan for the implementation of the Memorandum of Cooperation between the EEC and the Government of the Republic of Uzbekistan. These documents are aimed at developing mutually beneficial cooperation with the Republic of Uzbekistan.

The next meeting of the Intergovernmental Council is scheduled to be held in August this year in the city of Cholpon-Ata, Kyrgyzstan.

Recall that a two-day meeting of the Eurasian Intergovernmental Council chaired by Prime Minister of Kazakhstan A. U. Mamin ended today in Kazan.
