On the work carried out in the field of technical regulation for 6 months of 2022

The Committee of Technical Regulation and Metrology of the MTI RK summed up the results of work for the first half of the year.

In the course of the work carried out within the framework of the EAEU, the obligation to install the "SOS" button on cars has been excluded. This made it possible in the current conditions to remove additional costs from the citizens of the country to install such devices on each imported car. In addition, the deadline for the entry into force of the technical regulations on the energy efficiency of electrical devices has been extended, which could also significantly increase the prices of household appliances.

This year, 340 standards are being developed as part of the Standardization Plan, 140 of them are interstate. For the first time, the development of standards with the conduct of scientific and experimental research is directly envisaged. A number of socially significant standards have already been adopted, in particular, with regard to electric scooters.

The uninterrupted operation of 102 state salons and reference equipment has been ensured. This year it is necessary to modernize 11 state standards, as well as create 2 new relevant standards (such as radio frequency and microwave measurements and mass concentration of metals in liquid and solid media).

The lists of measuring instruments of 6 ministries (Ministries of Defense, Agriculture, Health, Emergencies, Labor and Social Protection and Ecology, Geology and Natural Resources) have been approved.

On behalf of the President of the country, work is underway to modernize the laboratory base. As a result of the implementation of the National Project, it is planned to modernize 30% of the laboratory base by 2025. For this purpose, a Roadmap has been adopted and is being implemented jointly with government agencies.

In terms of state control and supervision, 731 inspections were carried out, including:

- unscheduled – 64;

- professional control with a visit – 85;

- without visiting – 464;

- joint inspections with other government agencies – 119.

Violations were detected in 507 cases, which is 70% of all inspections.

81 resolutions were issued, the amount of fines amounted to 65 million tenge (2 times more than in the same period last year).

The unjustified and unreliable issuance of 14 thousand 300 documents was revealed:

- 57 certificates of conformity;

- 50 declarations of conformity;

- 162 certificates for cars for individuals (SBKTS);

- 14031 certificates of verification of measuring instruments (SI).

In addition, 1572 SI have been identified and are not included in the State Register. 821 SI were deemed unsuitable.

Implemented and put into commercial operation through the platform of the information system "Single Window" functionality for the issuance of documents confirming compliance.

As of July 19 this year, 68,649 conformity assessment documents have been issued through the Single Window IP, 9,644 are in the works.

Joint documents were signed with the technical regulatory authorities of Uzbekistan, Iran, and Kyrgyzstan in order to establish and develop mutually beneficial cooperation.

Also, within the framework of the 17th meeting of the IPC in Tehran, a Memorandum was signed with the technical regulation authority of Iran. It will allow the exchange of regulatory documents, experts, information, conduct training seminars and meetings in our field by mutual agreement of the parties.

Active work is underway on bilateral cooperation with the most developed countries, such as Turkey, the UAE, China, the USA, South Korea, and Japan. Joint action plans are being developed for signing.

The Committee is working to coordinate the labeling system. The country has introduced mandatory labeling for four commodity groups: fur, tobacco products, shoes and medicines.

During the labeling of fur products, the receipts of customs duties and taxes on imports increased by 40% (from 372.3 million tenge to 516.2 million tenge). The growth of internal tax revenues for this activity increased by 1.5 p. (from 430.8 million tenge to 648.6 million tenge).

Priority areas for completion by the end of this year: commissioning of an information system in the field of technical regulation, including digitization of business processes of state control with minimization of the human factor; development of a draft law on amendments to some legislative acts on technical regulation; work on modernization of the national laboratory base.
