The Ministry of defense, under the leadership of Deputy defense Minister Lieutenant General Timur Dandybayev, held a regular meeting of the Commission on combating corruption in the Armed Forces, which summed up the work over the past period and reviewed the analysis of corruption risks in the activities Of the office of the commander of the Airborne troops.

At the meeting, the Chairman verbatim completed the instructions of the Supreme commander of the Armed Forces: "Without eliminating the causes and conditions of corruption itself, it is a fight against windmills. People should see that the official or any Manager was not just brought to justice, but also in the work of the state agencies where they worked, there were fundamental changes that exclude the repetition of events."
Attention is focused on the need to eliminate systemic problems, causes and conditions that contribute to the Commission of corruption offenses, prevent the repetition of corruption offenses, prevent theft of allocated budget funds.

As an example of a preventive nature, the inclusion of military unit commanders in the list of positions for which a polygraph check is carried out is indicated.
The Chairman of the Commission noted that as a result of the anti-corruption measures taken in the Armed Forces, the number of corruption crimes has been reduced by more than four times from 2015 to 2019. In 2019, only six corruption crimes were committed, while from 2015 to 2018, this number was from 17 to 34.
However, over the past period of 2020, there is an increase of 76 %. But in fact, this is not an increase in corruption crime, but an increase in detection. And this is quite expected, given the radically new approaches used by the Ministry of defense. The defense Department does not conceal anything, but rather works openly, passing all information to the relevant authorities. In February, the anti-corruption Agency signed a Memorandum of mutual cooperation aimed at eliminating corruption in the military environment. Following the principle of zero tolerance, the Armed Forces do not hide them and are focused on working together.
"We are interested in clearing our ranks. And in this work, no one will be spared, " the Deputy defense Minister said.
The analysis of the state of anti-corruption activities in the Armed Forces showed that the taken preventive measures allowed to minimize crimes in the field of embezzlement of budget funds, in 2019 and this year, no such crimes were registered.
In General, the facts of everyday episodic corruption on the part of individual soldiers who succumbed to the temptation due to their indiscipline and greed are admitted.
Not a single fact of a corruption crime remains without consideration, and measures are being taken to bring to justice all guilty officials who committed violations.
The main part of the military personnel are conscientious, honestly performing their military duty and dedicated to selfless service to the Fatherland.
The analysis also revealed some problems with the methodology for determining the level of corruption, the number of corruption crimes without a specific weight does not reflect the objective situation and leads to a distorted perception of reality. Taking into account the size of the Armed Forces, it is more objective to consider the level of corruption by the proportion of corrupt officials to the number of state officials.
It should be noted that the peculiarity of military service is that any soldier under the contract of private and non-commissioned officers can be an official with authority.
Also, when determining the rating of corruption, it is important to take into account the severity of the crime and the degree of public danger.
Experts believe that it is impossible to compare the case of illegal remuneration from dishonest military personnel in the amount of five thousand tenge, which causes more damage to the image of the Armed Forces than the property of the applicant, with the theft of budget funds for millions of dollars.
At the same time, the Ministry of defense considers any even minor offenses and crimes unacceptable and promotes zero tolerance.
The level of corruption in the army environment allows the Armed Forces to perform tasks to ensure the state's defense capability.
A new impetus to the fight against corruption in the Armed Forces is given by the established garrison anti-corruption commissions, whose working bodies are designated military police units.
The causes and conditions of corruption in local military administration bodies (military enlistment offices) are being eliminated. On the basis of one of the departments of defense, a pilot project has been created, which involves the provision of all services in electronic form, starting with military registration, ending with the receipt of a military ticket. After this mechanism is developed, this approach will be implemented everywhere.
For the identified two "hidden" public services (granting deferral from conscription, exemption from conscription), their inclusion in the Register of public services was initiated.
The project office "Karuli Kushteri – Adaldyk alany" was opened, aimed at reducing the level of corruption, forming an anti-corruption culture of military personnel and increasing the confidence of citizens in the Armed Forces.
The anti-corruption Department has been created in the structure of the Main Directorate of the military police, which primarily conducts analytical work in this area, with a deep analysis of the causes of corruption.
Considering the analysis of corruption risks in the activities of the office of the commander of Airborne assault troops, the Commission gave its recommendations on the exclusion of discretionary powers of commanders of military units in exercising control over the organization of supply, the development of algorithm of definition of food is not of the appropriate quality, as well as poor quality of cooked food, providing military units with necessary equipment and other recommendations to address the causes and conditions conducive to Commission of corruption offenses in the areas of logistics and staffing.
The issue of ensuring wide access of military personnel and their family members to legal information of anti-corruption orientation was highlighted separately.
