Mobilization is a complex of national measures related to the transfer of state bodies, organizations, the Armed Forces, other troops and military formations, the population, territory and economy of the Republic of Kazakhstan to the regime of martial law or any part thereof.
Combat and mobilization readiness is the planning and use of the Armed Forces, other troops and military formations, determining their necessary number, construction, training and maintenance of the required level, which determines a set of activities carried out in peacetime and aimed at sustainable government in wartime, organized transfer of the country's economy to meet the needs of the Armed Forces, other troops and military formations, special state bodies and the population of the Republic of Kazakhstan, armed protection and defense of the country, ensuring the functioning of administrative-territorial units during the period of mobilization, martial law and in wartime.
On issues of mobilization training:
1. President of The Republic Of Kazakhstan::
- issues decrees and orders;
- defines the main directions of state policy in the field of mobilization preparation and mobilization in the Republic of Kazakhstan;
- conduct negotiations and sign international treaties (agreements) on cooperation in the field of mobilization preparation and mobilization;
- in the case of aggression against the Republic of Kazakhstan or direct external threat of its safety enters in all territory of Republic or in its separate districts the martial law, declares partial or General mobilization and immediately inform the Parliament of the Republic.
2. Parliament of The Republic Of Kazakhstan:
- adopts laws and regulations;
- approves, makes changes and additions to the Republican budget in terms of financing mobilization training and mobilization;
- ratifies and denounces international treaties (agreements) of the Republic of Kazakhstan on cooperation in the field of mobilization training and mobilization;
- makes decisions on issues of war and peace.
3. Ministry of defense of the Republic of Kazakhstan:
- participates in the formation of proposals on the nomenclature and volume of storage of material assets of the state material reserve;
- assesses the mobilization readiness of the Republic of Kazakhstan in accordance with the procedure established in the rules of mobilization preparation and mobilization in the Republic of Kazakhstan, and annually reports on this to the Government of the Republic of Kazakhstan;
- develops normative legal acts of the Republic of Kazakhstan in the field of mobilization training and mobilization;
conducts command and staff exercises;
- organize and carry out work on booking military service;
- ensure the implementation of a set of measures for the transfer of state bodies and organizations to function during the period of mobilization, martial law and in wartime;
- organize and ensure timely notification and delivery of citizens subject to conscription, delivery of equipment to Assembly points or to military units and special state bodies within the respective administrative-territorial units during the period of mobilization, martial law and in wartime
- exercises other powers provided for by laws, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan
