
Today, on September 14, 2026, Vice Minister of Finance of the Republic of Kazakhstan, Yerzhan Birzhanov, met with residents, business owners, public representatives, and the media in Konayev city.
The event was attended by residents of the region, representatives of business and the media. The parties discussed issues of tax and customs legislation, the development of digital services, as well as issues of concern to citizens and business.
In his opening remarks, Kanat Esbolatov, First Deputy Akim of the Almaty Region, emphasized the importance of feedback from the public and of jointly discussing issues that affect the interests of citizens and entrepreneurs.
During the meeting, it was noted that the tax reform provides for a gradual transition from a predominantly fiscal model to a service model of tax administration. The main emphasis is placed on simplifying procedures, developing digital services, applying risk-oriented control methods and reducing the administrative burden on law-abiding business.
Key changes include a 20% reduction in the number of taxes and other mandatory payments to the budget, a 30% reduction in tax reporting requirements, the optimization of special tax regimes and procedures for collecting tax arrears, as well as measures to stimulate investment activity.
The participants of the meeting were presented the dynamics of revenues to the local budget of Almaty region. According to the results of January-August 2026, the local budget revenues excluding transfers amounted to 475.3 billion tenge. This is 60 billion tenge, or 14.4%, more than in the same period in 2025.
Tax revenues volume to the local budget reached 445.3 billion tenge, an increase of 49 billion tenge compared to January–August of the last year. The growth rate of tax revenues was 112.4%.
Special attention was paid to the development of entrepreneurship in the region. As of September 1, 2026, 248,583 business entities were registered in the Almaty region. Since the beginning of the year, their number has increased by 78,213.
Yerzhan Birzhanov also spoke about the digital transformation of state revenue bodies. Information systems ISNA, KEDEN, Smart Data Finance and electronic invoices form a new architecture of tax and customs administration. Their development allows you to reduce the processing time of documents and payments and move to a proactive service model of interaction with taxpayers.
The Vice Minister stressed that one of the main principles of the ongoing reform remains a constant dialogue with the business community and the population. To obtain feedback and improve administration procedures, the Ministry of Finance and state revenue bodies hold working meetings and public discussions.
During the open dialogue, the meeting participants received appropriate clarifications on the issues raised.
Following the meeting, Yerzhan Birzhanov gave appropriate instructions to work out the issues raised and proposals received during the meeting. Additional working meetings with the participation of stakeholders will be organized in certain areas.
