Investment Attraction to the Kyzylorda Region’s Economy Discussed by Government Authorities

Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Alibek Kuantyrov took part in a meeting of the Regional Investment Headquarters (RIH) of the Kyzylorda Region.

The event was organized by the regional akimat and was attended by representatives of the Administration of the President of the Republic of Kazakhstan, the General Prosecutor’s Office and central government bodies.

“Today Kazakhstan is entering a new stage of economic transformation. In the current global reality marked by intense competition for capital, we are moving from a passive approach to a proactive model of attracting investment,” – stated in his speech Deputy Minister Kuantyrov.

He emphasized that the Head of State assigns a key role to regions as the main drivers of economic growth and diversification of the country, while the RIHs serve as an important mechanism for implementing Kazakhstan’s new investment policy.

The selection of the Kyzylorda Region among the first was not accidental — in recent years the region has demonstrated dynamic development, attracting domestic and foreign investors to implement major projects aimed at diversifying the regional economy and creating new jobs. Over the past three years, approximately 2 trillion tenge have been invested in the region. By the end of 2025, 27 significant investment projects were implemented in the region, and investment in fixed capital amounted to 775 billion tenge, ensuring overfulfillment of the annual plan by 22.7 percent.

As part of the visit, Deputy Minister Kuantyrov visited a number of facilities being constructed with the participation of domestic and foreign investors, including a combined-cycle gas-fired thermal power plant with a capacity of 240 MW and heat output of 277 Gcal, being built by the Turkish company Aksa Energy. The total cost of the project amounts to 215 billion tenge. Once it reaches its design capacity, the plant will fully cover the electricity needs of the Kyzylorda Region, transforming it from an importer into an exporter of electricity. In addition, the Deputy Minister visited the production complex of Kyzylorda-Nan LLP manufacturing bakery, confectionery and pasta products, as well as the medical center of the Turkish company Orhun Medical.

During the visit, he met with Kyzylorda region governor Nurlybek Nalibayev. The parties discussed current issues related to attracting investment, supporting investment projects and developing the industrial potential of the Kyzylorda Region.

Following the events held, further areas of interaction between central and regional government bodies on the support of investment projects were identified, and readiness was confirmed to provide comprehensive support to investors at all stages of project implementation in the Kyzylorda region.
