Communiqué of the 11th Meeting of the High Level Working Group on the Caspian Sea Issues

Ashgabat, September 15-17, 2025 – The 11th Meeting of the High Level Working Group on the Caspian Sea Issues (HLWG) was held in Ashgabat.

The delegations of the Republic of Azerbaijan (led by Samir Sharifov), the Islamic Republic of Iran (led by Kazem Gharib Abadi), the Republic of Kazakhstan (led by Zulfiya Amanzholova), the Russian Federation (led by Nikolay Udovichenko) and Turkmenistan (led by Myrat Atajanov) took part in the meeting. The meeting was chaired by the head of the Turkmen delegation Myrat Atajanov.

The parties continued the discussion on the methodology for establishing straight baselines in the Caspian Sea. Within the framework of the meeting, the parties carried out a review of cooperation in the Caspian Sea, considered issues of five-sided interaction and preparations for events at various levels.

Delegations expressed their gratitude to Turkmenistan for the high level of organization of the meeting.

The next meeting of the HLWG will be held in Azerbaijan on dates agreed through diplomatic channels.
