In addition, Kassym-Jomart Tokayev drew attention to the expanding global cataclysm, the growing confrontation of various states in the military-political, trade-economic and even cultural-humanitarian spheres. He emphasised the importance of creating an atmosphere of intolerance in society towards any manifestations of ethnic exclusivity and isolation, especially provocations and attempts to discriminate against citizens on linguistic, ethnic, religious or cultural grounds.

The President pointed out the need to strengthen the institutional capacity of the Assembly and enhance its cooperation with government bodies, Parliament and maslikhats.  It is also necessary to consistently strengthen the role of the Assembly in making state decisions, supporting the reforms being carried out in the country, to carry out practical activities to identify and preventively eliminate possible hotbeds of ethno-social tension, as well as to strengthen its position as a leading institution of social integration and active patriotism.
