Information about restrictions for passengers arriving from abroad on international flights to the Republic of Kazakhstan

Decree of the Ministry of Healthcare of the Republic of Kazakhstan

  • Restrictions for passengers arriving resumed international flights according to the following:

Restrictive measures concerning persons arriving by resumed international scheduled flights to Kazakhstan are carried out according to the annex 1, except for governmental delegations of Kazakhstan; members of official delegations of foreign states and international organizations arriving in Kazakhstan invited by the Ministry of Foreign Affairs of Kazakhstan; employees of diplomatic missions, consular offices, and representations of international organizations accredited in Kazakhstan and their family members; airline crews.

Passengers following international transit are required to take restrictive measures at their last destination.

  • Restrictions for passengers arriving non-scheduled flights international flights:

All persons arriving from international non-scheduled flights to Kazakhstan are required to be isolated in a quarantine facility for up to 2 days to undergo the test for COVID-19, for governmental delegations of Kazakhstan; members of official delegations of foreign states and international organizations arriving in Kazakhstan invited by the Ministry of Foreign Affairs of Kazakhstan; employees of diplomatic missions, consular offices, and representations of international organizations accredited in Kazakhstan and their family members; airline crews; persons who have submitted PCR test certificate for COVID-19 with a negative result no later than 5 days before crossing Kazakhstan`s border.

Upon receipt of the test results for COVID-19, persons with a positive result will be delivered to a local infectious disease hospital, persons with a negative result for COVID-19 will be informed about the possible symptoms of COVID-19 and will receive an appropriate note according to the annex 2.

Persons with signs that do not exclude COVID-19, bypassing the quarantine hospital, will be admitted to a health care facility.

Persons who arrived from abroad by airplane and submitted a PCR test certificate for COVID-19 with a negative result no later than 5 days before crossing Kazakhstan`s border will not be isolated in quarantine for medical examination.

International air company managers should provide:

  • conducting surveys of passengers and crew members during international flights, including the correctness of filling, in cases of incorrect and inaccurate filling of questionnaires;
  • immediate transmission of questionnaires, manifest and general declaration of the aircraft to specialist of sanitary and quarantine point at the arrival airport;
  • keeping of social distance (at least 1 meter) and mask regime during registration, boarding and disembarking from an aircraft;
  • supply of personal protective equipment (masks, gloves), antiseptics, disinfection equipment on board of aircraft;
  • restricting of movement of passengers as well as concentration of passengers by the toilet of aircraft;
  • access to work of crew members only with protective equipment;
  • providing medical check with temperature measure before flight;
  • before resuming regular international flights, revision of air conditioning, ventilation and change of filter of aircraft.

Head of Goods quality and Security control on transport department of the Ministry of Healthcare of the Republic of Kazakhstan should ensure:

  • provide non-contact thermometry of all passengers and crew members at arrival;
  • in case of identification of persons with high temperature or with symptoms of a disease (cough, shortness of breath) escorting passenger to isolation point of the airport for preventing of possible infection;
  • data processing by questionnaires identification system with transferring to web application of the Ministry of Healthcare of the Republic of Kazakhstan within 2 hours after arrival of aircraft;
  • hand out of notification of mandatory PCR testing for COVID-19 within 48 hours at local place – for those passengers who arrived without certificate of PCR testing for COVID-19;
  • sending information about passengers who arrived without certificate of PCR testing for COVID-19 to regional Goods quality and Security control on transport departments.

         Head of Goods quality and Security control department of the Ministry of Healthcare of the Republic of Kazakhstan should control passengers arriving on international flights without certificate of PCR testing for COVID-19 for passing the PCR test for COVID-19. In case of abuse of abovementioned rule should take appropriate measures toward these passengers.

         Control over implementation of this Decree is monitored by Chief State Sanitary Doctor.

         The Decree comes into force on June 15, 2020

4) in case of certificate absence – PCR testing for COVID-19 at the place of stay (for foreign citizens), at the place of residence (for citizens of Kazakhstan) within 48 hours from prior to arrival with handing out of notification of mandatory test.

Annex 2

 

Notification of mandatory PCR testing for COVID-19

I pledge to undergo a test for COVID-19, within 48 hours in my place of residence. I agree on my personal data will be processed.

I am aware of the necessity to urgently contact the COVID-19 call centre or call an ambulance noticing of arrival from abroad if there is a temperature or signs of any disease.

I am aware of the administrative responsibility under Part 3 of Article 462 of the Code of the Republic of Kazakhstan dated July 5, 2014 “On Administrative Code” for failure to fulfil or improper legal requirements or decrees issued by public authorities within their competence.

I am aware of the administrative responsibility specified in paragraph 1 of Article 462 of the Administrative Code, on prohibition of hinder officials of state control and supervision bodies from performing their duties in accordance with their competence by refusing to provide necessary documents, materials, statistical and other information, or providing inaccurate information.

I am also aware of criminal responsibility for the use of violence against a public official under article 380 of the Criminal Code of dated July 3, 2014.
