The Uzbek Vector as a Key Foreign Policy Priority of the Republic of Kazakhstan.
The Uzbek vector remains one of the key priorities of the foreign policy of the Republic of Kazakhstan. The fundamental international legal documents governing bilateral relations include: Treaty of Eternal Friendship between the Republic of Kazakhstan and the Republic of Uzbekistan (October 31, 1998), Treaty on Strategic Partnership (June 14, 2013), Treaty on Allied Relations (December 22, 2022), Treaty on the Demarcation of the State Border (December 22, 2022).
Regular dialogue between the Heads of State plays a key role in the progressive development of Kazakh-Uzbek relations.
In addition to official and state visits, the Heads of State regularly meet within multilateral formats (CIS, OTS, CICA, SCO, etc.), and working meetings between the leaders are also held.
Since the end of 2016, mutual visits of government delegations have become more frequent, and cooperation within the Intergovernmental Commission has intensified.
The Intergovernmental Commission on Bilateral Cooperation operates on a permanent basis.
Special representatives for bilateral cooperation have been appointed at the Deputy Prime Minister level: From Kazakhstan – Deputy Prime Minister S. Zhumangarin, from Uzbekistan – Deputy Prime Minister D. Khodjaev.
A trust-based partnership has also been established between the Ministries of Foreign Affairs. Over the past three years, the heads of the foreign ministries have conducted a series of mutual visits:
In 2022 Deputy Prime Minister – Minister of Foreign Affairs of Kazakhstan, M. Tleuberdi, made four working visits to Uzbekistan to participate in: The High-Level International Conference on Regional Cooperation between Central Asian States within the Joint Action Plan for the Implementation of the UN Global Counter-Terrorism Strategy; Meetings of Foreign Ministers of the SCO, OTS, and the ministerial meeting "Central Asia - European Union".
August 16-17, 2023 – Deputy Prime Minister – Minister of Foreign Affairs of Kazakhstan, M.A. Nurtleu, made his first official visit to Uzbekistan, where he held negotiations with the Minister of Foreign Affairs, B.O. Saidov, and met with the President of Uzbekistan, Sh. Mirziyoyev.
February 18-19, 2024 – The Minister of Foreign Affairs of Uzbekistan, B. Saidov, paid an official return visit to Astana, during which: Protocol of the Meeting of Foreign Ministers was adopted, draft Decision of the Supreme Interstate Council on the Council of Foreign Ministers of Kazakhstan and Uzbekistan was approved.
April 15, 2024 – Deputy Minister of Foreign Affairs of Kazakhstan, A. Bakaev, participated in the 2nd Meeting of the CA-GCC Ministerial Council in Tashkent.
November 26, 2024 – First Deputy Minister of Foreign Affairs of Kazakhstan, A. Rakhmetullin, participated in the 14th Meeting of Deputy Foreign Ministers of Central Asian Countries.
Interparliamentary cooperation between Kazakhstan and Uzbekistan is developing steadily.
Bilateral meetings between parliamentary delegations are held regularly within multilateral interparliamentary cooperation platforms (CIS IPA, TurkPA). The last meeting took place in February 2023 in Turkestan, during the First Interparliamentary Forum of Central Asian Countries. October 25-26, 2023 – Speaker of the Mazhilis of the Parliament of Kazakhstan, E. Koshanov, made an official visit to Uzbekistan, during which the first meeting of the Interparliamentary Cooperation Council took place.
May 13-14, 2024 – On the sidelines of the Asian Women's Forum in Samarkand, Vice Speaker of the Mazhilis of the Parliament of Kazakhstan, D. Espaeva, and Deputy Chairwoman of the Senate of the Parliament of Kazakhstan, O. Perepechina, held a bilateral meeting with the Chairwoman of the Senate of the Oliy Majlis of Uzbekistan, T. Narbaeva.
September 11-12, 2024 – Chairman of the Senate of the Parliament of Kazakhstan, M. Ashimbaev, participated in the Second Interparliamentary Forum of Central Asian Countries in Khiva, where he held a bilateral meeting with the Chairwoman of the Senate of the Oliy Majlis of Uzbekistan, T. Narbaeva.
