Legalisation of Documents

Legalisation of documents involves establishment and verification of signature and seal authenticity on the documents with aim to use a document in another state.

 Legalisation of documents is carried out:

  • outside the Republic of Kazakhstan: by foreign missions of the Republic of Kazakhstan;
  • on the territory of the Republic of Kazakhstan - Consular Service Department of the Ministry of Foreign Affairs of the Republic of Kazakhstan (Astana), representative office of the Ministry of Foreign Affairs of the Republic of Kazakhstan in Almaty.

For individuals:

  • An application in any form;
  • A copy of an identity document (original for verification) or an electronic document from a digital document service (for identification);
  • A document subject to legalization;
  • A document confirming the payment of the consular fee;
  • A copy of the document confirming the authority (original for verification) (when documents are submitted by a legal representative or an authorized person by proxy on behalf of the owner of the legalized document).

For legal entities:

  • An application in any form;
  • A copy of an identity document of an authorized person (original for verification) or an electronic document from a digital document service (for identification);
  • A document subject to legalization;
  • The original document confirming the payment of the consular fee.
  • Information from the information system "electronic government", confirming the state registration (re-registration) of a legal entity or another document confirming the legal capacity of a legal entity (for foreigners);
  • A copy of the document confirming the authority (original for verification) (when documents are submitted by a legal representative or an authorized person by proxy on behalf of the owner of the legalized document).
  • Original documents as well as their notarised copies are accepted for legalisation.
  • Documents issued by foreign organisations and institutions must be translated into the state or Russian language and certified by a translator or an organisation providing translation services.

Documents certified by public notaries of the Republic of Kazakhstan and intended to be used outside the Republic of Kazakhstan should comply with the requirements established by Chapter 10 of the Rules on Notarial Record Management approved by Order No. 32 of the Minister of Justice of the Republic of Kazakhstan as of January 31, 2012.

The following is not subject to legalisation:

  • Documents without signature and seal of an authorized person.
  • Notarised copies and translations of documents, if an original document does not contain signature and seal of an authorized person.
  • Electronic documents.
  • Original copies of ID documents, except for birth certificate.
  • 3 working days from the date of submission by an individual or legal entity of a package of documents to the service provider;
  • 30 calendar days, if additional examination or verification is necessary, while the service recipient is notified in writing of the extension of the terms.
  • In case of establishing the unreliability of the documents submitted by a service recipient for receiving a public service, and (or) the data (information) contained therein.
  • Inconsistency of an applicant and (or) the submitted materials, data and information necessary for the provision of public services.
  • Absence of a service recipient`s consent provided in accordance with Article 8 of the Law of the Republic of Kazakhstan "On Personal Data and its Protection" for access to restricted personal data required for public service delivery.
  • Amount – 35 USD

Payment is made for each document to be legalised separately. Payment is made from the person whose document is to be legalised.

Daily (except Wednesdays, Saturdays and Sundays, as well as public holidays) from 09.30 to 12.30 pm

The Republic of Kazakhstan is a party to the Hague Convention of 1961, which abolishes mandatory consular legalisation of foreign official documents.

In accordance with the Convention, documents made by the competent authorities of one state, and intended for use in the territory of another state that is a member of the Hague Convention, are stamped "apostille". Documents certified by an apostille in one of the states participating in the Convention are accepted in another state participating in the Convention without any restrictions.
