Obtaining Electronic Digital Signature (EDS) and Individual Identification Number (IIN)

Foreign citizens who are eligible to apply for an IIN at the Consular Section

potential investors;
participants in the circulation of goods within the framework of product labeling and traceability;
foreign citizens who are spouses of citizens of the Republic of Kazakhstan (for registering civil status records in the Civil Registry Information System);
minors (under 16) who are citizens of a foreign state and have at least one parent who is a citizen of the Republic of Kazakhstan;
foreign citizens accepting inheritance;
potential participants of the Digital Nomad Residency and Digital Nomad Visa programs;
foreign citizens with disabilities;
foreign citizens aged 65 and older;
manufacturers and registrants of plant protection products (pesticides);
foreign citizens who are heads of legal entities, branches, and/or representative offices registered in the Republic of Kazakhstan.

Procedure for Obtaining a EDS for Citizens of the Republic of Kazakhstan

Go to the website of the National Certification Authority of the Republic of Kazakhstan (http://www.pki.gov.kz);
Fill out the application form for obtaining an EDS;
Print the application form and sign it;
Visit the Consular Section of the Embassy of the Republic of Kazakhstan in the United Kingdom with the signed application, your identification document (passport), and a copy of the main passport page;
After your application is confirmed at the Consular Section of the Embassy, in order to download your EDS, click the «Check request status» section at http://www.pki.gov.kz.

Procedure for obtaining IIN for Foreign Citizens

Application (English version for guidance only) for the Issuance of an Individual Identification Number (the application should include the date of submission and must be completed in Kazakh or Russian, or with a translation into Kazakh or Russian);
A copy of the passport and the original for verification (a valid international passport);
Original notarized translation of the foreigner’s full name into Cyrillic (if the passport is in Latin script);
Below is a list of documents required to obtain the service, depending on the applicant’s category:

The accuracy of the translation of the foreigner's documents can be certified by a diplomatic mission, consular office, or foreign affairs ministry of the country of which the foreigner is a citizen.
Documents issued or certified by a competent authority of a foreign state or by a person specially authorized to do so, within their competence and in the prescribed form, and sealed with the official stamp of the foreign state, are accepted only after undergoing the procedure of special certification (legalization/apostille).

For potential investors, one of the following documents in addition:

a copy of the document confirming membership in the Foreign Investors Council under the President of the Republic of Kazakhstan (original for verification);
a copy of the investment contract concluded with the authorized investment body of the Republic of Kazakhstan (original for verification);
a recommendation from government agencies or quasi-public sector entities confirming the implementation of an investment project by the applicant in the territory of the Republic of Kazakhstan;
a recommendation from the AIFC confirming the registration procedures by its AIFC participant for the implementation of an investment project by the service recipient in the territory of the Republic of Kazakhstan;

for participants in the turnover of goods within the framework of labeling and traceability of goods additionally:

a copy of the internal document of the organization "on the appointment of the first manager" and (or) for an employee of the organization, indicating job responsibilities related to the labeling of goods with identification means (original for verification) (indicating the list of goods in respect of which labeling operations are carried out);

for foreign citizens married to citizens of the Republic of Kazakhstan additionally:

a copy of a legalized or apostilled marriage certificate (matrimony) with a translation into the state or Russian language, certified by a translator or an organization providing translation services (original for verification) (if the document is entirely in a foreign language);
a copy of the identity documents of those who entered into marriage (matrimony) (original for verification);

for children of a foreign state (under 16 years of age), one of whose parents is a citizen of the Republic of Kazakhstan additionally:

a birth certificate;
a copy of the identity document of one of the parents and confirming citizenship of the Republic of Kazakhstan (original for verification);

for foreign citizens accepting an inheritance additionally:

a copy of the death certificate of the testator (original for verification);
a copy of the documents confirming the grounds for calling to inherit (marital and family relations, will, court decision);

for potential participants in the Digital Nomad Residency and Digital Nomad Visa programs, additionally one of the following documents:

a copy of the diploma of IT education or a copy of the certificate of qualification in the IT field (original for verification) and a portfolio in the IT field with work experience of at least three years (for verification);
a copy of the internal document of the IT company "on the appointment of the first manager" with a term of at least one year in the specified position (original for verification) (for managers of the IT company);

for persons with disabilities additionally:

a copy of a medical certificate confirming the disability (original for verification);

for manufacturers and registrants of plant protection products (pesticides) additionally:

an extract from the trade register or another document confirming the type of activity (license for the production of pesticides, agrochemicals and other plant protection products, a registration certificate of state registration of plant protection products (pesticides) in the territory of the Republic of Kazakhstan, confirmation of inclusion in the registration test plan of the Ministry of Agriculture of the Republic of Kazakhstan for registration of plant protection products (pesticides);

for foreign citizens who are heads of legal entities, branches and (or) representative offices registered in the Republic of Kazakhstan additionally:

a copy of the document confirming the appointment to the position of manager (original for verification) (decision of the founders, order on appointment).

Procedure for obtaining EDS for Foreign Citizens

To obtain an electronic digital signature (EDS), after receiving the Individual Identification Number, the service recipient must:

Go to the website of the National Certification Authority of the Republic of Kazakhstan (http://www.pki.gov.kz);
Fill out the application form for obtaining an EDS;
Print the application form and sign it;
Visit the Consular Section of the Embassy of the Republic of Kazakhstan in the United Kingdom with the signed application, your identification document (passport), and a copy of the main passport page;
After your application is confirmed at the Consular Section of the Embassy, in order to download your EDS, click the «Check request status» section at http://www.pki.gov.kz.

To get the EDS remotely, you need to:

have a valid national ID card (an ID document with a photo issued in the Republic of Kazakhstan) or a citizen's passport of the Republic of Kazakhstan in the State Database of the Ministry of Justice of the Republic of Kazakhstan;
having a Kazakhstani phone number with the capability to receive SMS;
your personal computer should have a webcam (or use your phone with a camera);
install the NCALayer software required for further installation and use of digital signature.

If you have previously received a digital signature, then prior to an expiration date, you can re-issue a new key in the personal account of the National Certification Authority of the Republic of Kazakhstan by following the link.
