Ambassador Bakayev was born on 9 February 1981. He graduated from the Ablai Khan Kazakh University of International Relations and World Languages in 2002 and from the Academy of Public Administration under the President of the Republic of Kazakhstan in 2011.
Ambassador Bakayev began his diplomatic career at the Ministry of Foreign Affairs of the Republic of Kazakhstan, serving in the Department for Europe and the Americas. His first overseas assignment was to the Embassy of Kazakhstan in Germany.
2004–2008 – Served as Attaché and subsequently Third Secretary at the Embassy of Kazakhstan in the Federal Republic of Germany.
2008–2009 – Adviser on International Affairs to the Minister of Economy and Budget Planning of Kazakhstan.
2009–2010 – Director, Department of International Relations, Ministry of Economic Development and Trade of Kazakhstan.
2010 – Director, Department of Strategic Planning and Analysis, Ministry of Economic Development and Trade of Kazakhstan.
2010–2011 – Fellow, National School of Public Policy, Academy of Public Administration under the President of Kazakhstan.
2011–2012 – Director, Department of Strategic Planning and Analysis, Ministry of Economic Development and Trade of Kazakhstan.
2012–2014 – Deputy Director, Department of Pan-Asian Cooperation, Ministry of Foreign Affairs of Kazakhstan.
2015–2019 – Director, Department of Pan-Asian Cooperation, Ministry of Foreign Affairs of Kazakhstan.
2019–2022 – Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Swiss Confederation. Since January 2020, he concurrently served as Ambassador to the Principality of Liechtenstein, the Holy See, and the Sovereign Military Order of Malta.
2022–2023 – Ambassador Extraordinary and Plenipotentiary of Kazakhstan to the Republic of Austria and Permanent Representative of Kazakhstan to the International Organizations in Vienna. From March 2023, he also served concurrently as Ambassador to the Republic of Slovenia.
2023–2026 – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.
Since 2026 – Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the United Kingdom of Great Britain and Northern Ireland.
Ambassador Bakayev holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.
He speaks English and German.
