Head of the Astana Civil Service Hub Dr. Alikhan Baimenov visits New York

New York, April 1–9, 2025 Dr. Alikhan Baimenov, Chairman of the Steering Committee of the Astana Civil Service Hub (ACSH), participated in the 24th session of the United Nations Committee of Experts on Public Administration (CEPA), a technical advisory body that examines and provides recommendations to improve public administration structures and processes in support of sustainable development.

Moreover, Dr. Baimenov delivered a presentation at the FutureGov side event, dedicated to public sector transformation, co-hosted by the United Nations Development Programme (UNDP) and the United Nations Department of Economic and Social Affairs (UN DESA).

During his visit, Dr. Baimenov held meetings with Mr. Larbi Djacta, Chair of the International Civil Service Commission (ICSC); Ms. Sarah Lister, Director of the UNDP Governance Team; Mr. Juwang Zhu, Director of the Division for Public Institutions and Digital Government at UN DESA; and Ms. Dima Al-Khatib, Director of the UN Office for South-South Cooperation.

The discussions focused on expanding cooperation between the Astana Hub and UN entities, as well as exploring new initiatives in governance and civil service development.

In addition, memorandums of understanding were signed with the International Institute of Administrative Sciences (IIAS) and the Latin American Centre for Development Administration (CLAD). The parties agreed to collaborate and exchange experiences and outcomes of their work.

Furthermore, the Government of Kazakhstan has nominated Dr. Baimenov as a candidate for membership in the International Civil Service Commission (ICSC) for the 2026–2029 term. The Commission is a subsidiary body of the UN General Assembly responsible for regulating and coordinating the service conditions of staff within the UN common system.

As part of his campaign and efforts to promote the Astana Civil Service Hub, Dr. Baimenov held over 40 bilateral meetings with representatives of UN Member States, presenting the Hub’s activities and sharing his vision for the global advancement of civil service.
