President of the Constitutional Court Discussed Constitutional Justice and Human Rights in Brussels

Brussels, April 7–8, 2025 – The President of the Constitutional Court of the Republic of Kazakhstan, Elvira Azimova, paid a working visit to Brussels.

As part of the visit, E. Azimova held a series of meetings with representatives of high judicial bodies and key members of the European Parliament. The program included negotiations with Luc Lavrysen, President of the Constitutional Court of Belgium, Els Van Hoof, Chair of the Committee on Foreign Affairs of the Belgian Chamber of Representatives, as well as chairs of relevant European Parliament committees – the Subcommittee on Human Rights, the Committee on Legal Affairs, and the Delegation for Relations with the Countries of Central Asia and Mongolia.

During the meetings, the parties discussed pressing issues such as strengthening the supremacy of the Constitution, developing the institution of constitutional review, and the role of the judiciary in protecting human rights and freedoms. Special attention was paid to the human rights agenda, ensuring the independence of the judiciary, anti-corruption policy, and international cooperation in promoting democratic values.

European parliamentarians praised the institutional reforms being implemented in Kazakhstan and expressed support for continued dialogue with the Constitutional Court. The importance of open and professional exchanges between Kazakhstan and the European Union aimed at strengthening the rule of law and democratic institutions was emphasized.

The parties reaffirmed their mutual interest in further expanding cooperation, including the exchange of experience and expert interaction between the Constitutional Court of the Republic of Kazakhstan and relevant structures of the European Parliament. It was noted that strengthening the legal basis for cooperation would be an important contribution to deepening the strategic partnership between Kazakhstan and the EU.

As part of the visit, the President of the Constitutional Court of Kazakhstan also gave an interview to the international television channel Euronews, in which she spoke about the role of the Constitutional Court in protecting citizens' rights, the effectiveness of the direct petition mechanism, the impact of the Court’s decisions on legislation, the compliance of the constitutional system with international standards, and the prospects for international cooperation.

Overall, the visit contributed to strengthening international dialogue on constitutional justice, fostered mutual trust, and highlighted Kazakhstan’s commitment to the principles of the rule of law and respect for human rights.
