At its meeting on 20 March 2020, the Swiss Federal Council decided to take additional measures. These measures are intended to protect the Swiss population and to maintain the capacity of the Swiss healthcare system. They enter into force on 21 March 2020 at midnight.

There is prohibition of any gathering of more than five people in public places, including public squares, promenades and parks. Gatherings of five persons or less must maintain a distance of at least two meters between them.

The Swiss Federal Council urges the population to stay at home, especially the sick and over-65-year-old people. Only those who have to go to work or to the doctor, go grocery shopping or help someone else, can leave their home. These measures are designed to protect vulnerable people and to avoid overburdening hospital intensive care units. The Swiss Federal Council has specified the ban on non-emergency interventions in hospitals.

The Federal Council authorized postal services to deliver food supplies and ordinary consumption goods that have been ordered online every day of the week including Sundays.

Finally, a contingent of civil protection units is at the disposal of the cantons in order to support them.

These measures complement the decisions taken by the Swiss Federal Council on 18 March 2020, when it was decided to extend the entry restriction measures to Italy, Germany, Austria and France, to Spain and to all non-Schengen countries. Exceptions are in particular provided for persons holding a legitimation card issued by the Department or a Ci permit, a border commuter permit, a visa issued by Switzerland for the purpose of "business discussion" as a specialist in the field of health or for an important "official visit".

The granting of Schengen visas as well as national visas and visa authorizations to persons from countries at risk is suspended until 15 June 2020. The Department is dealing with the exceptions provided for in its area of competence and will inform the diplomatic missions as soon as possible.

FOREIGNERS, WHO ARE TEMPORARILY UNABLE TO RETURN TO THEIR COUNTRY OF ORIGIN DUE TO THE CURRENT SITUATION, ARE REQUESTED TO REGISTER WITH THE MIGRATION SERVICE OF THEIR PLACE OF RESIDENCE IN ORDER TO APPLY FOR TEMPORARY CLEARANCE OF THEIR STAY IN SWITZERLAND.
